RECOMMENDATION:
It is recommended that City Council 1) approve a resolution for a Professional Services Agreement between the City of Salinas and Ground Zero Analysis, Inc. for the performance of site closure activities and contamination mitigation and 2) authorizing an increase of $78,100 to the General Fund appropriation for account 5800.50.9069-63.6010 and use of General Fund balance to cover the anticipated Ground Zero Analysis fees.
BACKGROUND:
In July 2018 and 2019 the City of Salinas entered into agreements with Ground Zero Analysis, Inc. (Ground Zero) to perform groundwater monitoring and reporting services for two City owned properties as required by the State Water Resources Control Board (SWRCB). The 2019 agreement was amended to include services to petition the SWRCB to close both sites. Tasks involved in the petition included finalizing a Conceptual Site Model and preparation of a Low Threat Closure Policy evaluation and report which were submitted to the SWRCB.
Given that the petition was successful, work to close the sites must now be performed. Efforts will include the abandonment of 13 monitoring wells, removal of any associated waste and submittal of a final summary report to the SWRCB. The monitoring well locations are shown on Fig 1.
Ground Zero Analysis is intimately familiar with the two sites, having facilitated the City’s efforts to close the site thus far. Additionally, Ground Zero Analysis is a very qualified vendor to assist the City navigate the implementation of Case Close Activities and submittal of related documents to the RWQCB. City staff recommends Ground Zero Analysis as no other consulting entity is as familiar with the City’s current needs and challenges associated with these site closures.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The requested Council action directly relates to Council’s Strategic Plans or Goals of providing for “Operational Efficiencies”.
DEPARTMENTAL COORDINATION:
The Water, Waste and Energy Division in Public Works will coordinate with the Finance Department as necessary for fiscal concerns including refunds of expenditures from the State.
FISCAL AND SUSTAINABILITY IMPACT:
The total estimated annual cost for the scope of work contained in the Professional Services Agreement is $78,100, the sum of which will be allocated to 5800.50.9069-63.6010 cover the anticipated Ground Zero Analysis fees.
The City’s expenditures for this project are refundable by the Underground Storage Tank (UST) Cleanup Fund (Fund) which provides a means for petroleum UST owners and operators to meet the federal and state requirements of financial responsibility to pay for any damages arising from their tank operations. The Fund provides reimbursement for expenses associated with the cleanup of leaking USTs and money to the Regional Water Boards and local regulatory agencies to cleanup abandoned sites that pose a threat to human health, safety, and the environment, as a result of a UST petroleum release.
