A RESOLUTION AUTHORIZING AN AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SALINAS AND GROUND ZERO ANALYSIS, INC.
WHEREAS, the City of Salinas entered into agreements in 2018 and 2019 with Ground Zero Analysis, Inc. (Ground Zero) to perform groundwater monitoring and reporting services for two City owned properties as required by the State Water Resources Control Board (SWRCB); and WHEREAS, Ground Zero submitted a successful petition to the SWRCB on behalf of the City of Salinas to close the sites requiring related work to be performed; and WHEREAS, no other consulting entity is as familiar with the City’s current needs and challenges associated with these site closures; and WHEREAS, the City’s expenditures for this project are refundable by the Underground Storage Tank (UST) Cleanup Fund which provides a means for petroleum UST owners to pay for the cleanup of leaking USTs; and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SALINAS, that pursuant to Salinas Municipal Code sections 12-27 and 12-28.080 the Amendment to the Professional Services Agreement between the City of Salinas and Ground Zero for the performance of site closure activities and contamination mitigation, in the amount of $78,100, is hereby approved; and BE IT FURTHER RESOLVED that the Salinas City Council authorizes that $78,100 be allocated to 5800.50.9069-63.6010 to cover the cost of the agreement; and BE IT FURTHER RESOLVED that the Mayor of Salinas is hereby authorized and directed, for and on behalf of the City of Salinas, and as its act and deed, to execute the attached Agreement for Professional Services between the City of Salinas, a Charter City, and Ground Zero Analysis Inc., a California Corporation.
