DATE: March 22, 2022
DEPARTMENT: FIRE
FROM: Michele L. Vaughn, Fire Chief
TITLE: PURCHASE OF FIRE VEHICLES AND ASSOCIATED
EMERGENCY EQUIPMENT
RECOMMENDED MOTION:
It is recommended that the City Council approve a resolution authorizing the direct purchase of two Fire Department light to medium duty vehicles, associated equipment, outside installation services and signage for a total cost not to exceed $170,000.
RECOMMENDATION:
Staff recommends that City Council approve the direct purchase of two Fire Department ¾ ton trucks from Salinas Valley Ford and associated equipment, outside installation services and signage for a total cost not to exceed $170,000.
EXECUTIVE SUMMARY:
The Fire Department has been working diligently to bring our fleet into a state of good repair and maintain a vehicle replacement program consistent with best practices. We have a need to replace two ¾ ton vehicle trucks to achieve this goal as part of the department’s ongoing vehicle replacement plan.
As part of the Fiscal Year 2021-2022 Capital Improvement Budget, Fire requested, and City Council approved $144,000 for the purchase of two staff officer pickup trucks fully upfitted for emergency responses. The Fire Department currently has money in this CIP carried over from the previous fiscal year. As the cost of vehicles has increased, the Department is requesting the amount authorized for all items to be $170,000.
Though the Fire Department will seek to purchase locally, due to the current supply chain issue, the department may pursue a purchase outside of the City to fulfill the specification requirements and timely delivery of the vehicles.
BACKGROUND:
A current quote from Salinas Valley Ford indicates the price of said vehicles to be approximately $47,590 with the appropriate necessary features. This includes taxes, fees, and dealer charges. As such, the department is asking to increase the original estimate of $40,000 per vehicle approved in the CIP to be $50,000 to cover the pandemic-related price increase of the vehicles, taxes, and fees. Additionally, the Department is requesting authorization to procure the necessary communications, emergency lighting, and mobile data equipment, installation services and signage in the amount of $70,000 total from Emergency Vehicle Specialists for both vehicles. Attached is the quote for supplies for one vehicle.
Due to supply chain issues of semiconductors affecting the vehicle industry, vehicle and accessory manufacturers have been unable to meet the needs of clients. Though the Department has reached out to multiple local auto sellers for quotes, only one (Salinas Valley Ford) responded with a viable quote reflecting fleet pricing.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
This project exemplifies and supports the following City Council goals:
Effective Sustainable Government
FISCAL AND SUSTAINABILITY IMPACT:
A majority of the funds ($144,000) for this procurement, and related costs, were approved by Council during the Fiscal Year 2021-2022 budget process and are available in CIP 9210. Additionally, there are enough funds in this CIP carried over from the prior year to cover the additional $26,000 requested, making the total amount approved for this purchase not to exceed $170,000.
