TITLE: NORTH DAVIS ROAD EMERGENCY GUARDRAIL REPAIRS
RECOMMENDED MOTION:
A motion to approve a resolution authorizing a transfer of $30,000.00 2511 SB1 Road Maintenance funds from CIP 9081 Signing and Striping Improvements to CIP 9074 North Davis Road Guardrail Improvements.
RECOMMENDATION:
Staff recommends a motion to approve a resolution authorizing a transfer of $30,000.00 2511 SB1 Road Maintenance funds from CIP 9081 Signing and Striping Improvements to CIP 9074 North Davis Road Guardrail Improvements to pay for emergency repair work related to guardrails on North Davis Road.
BACKGROUND:
Boronda Road and North Davis Road intersect at a 90 degree turn. The City’s General Plan identifies a future “Western Bypass” road extending from the intersection of Boronda Road and North Davis Road. Because of the planned future “Western Bypass” road, when North Davis Road and Boronda Road were constructed they were built to intersect at a 90 degree turn, and this was intended to be an interim condition until the Western Bypass is installed. Guard rail was installed on the outer radius of the curve in both directions.
Over a 10 year period, between 2011 to 2020 for which collision records are available, there have been seven (7) reported collisions at this intersection. Over time the guardrail fell into disrepair. On January 11, 2022, the City received a letter from Boutonnet Farms notifying the City the guardrail was no longer functional and the curb it was attached to had started to fall into pieces. Upon receipt of the letter City staff evaluated the condition and determined repairs were necessary. City maintenance staff determined that the City cannot perform this repair work using our own forces so this work needed to be contracted out.
The City approved a CIP for the North Davis Road Guardrail, however no funds were appropriated in fiscal year 21/22. The repair of the guardrail was determined to be emergency repair work and maintenance staff initiated a work order with the Chrisp Company without available funds in CIP 9074. In an effort to avoid having the CIP account run a deficit, City staff is recommending a motion to authorize a transfer of $30,000.00 2511 SB1 Road Maintenance funds from CIP 9081 Signing and Striping Improvements to CIP 9074 North Davis Rd Guardrail Improvements.
CEQA CONSIDERATION:
Not a Project. Repair and maintenance of an existing facility is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15301).
STRATEGIC PLAN INITIATIVE:
The North Davis Road Emergency Guardrail repairs supports the Council’s goal of “Investment Strategies and Risk Management” and “Public Safety”.
DEPARTMENTAL COORDINATION:
The City’s Public Works Department is responsible for maintenance and upkeep of traffic safety devices. The City Manager’s office determines if work is considered emergency repair. The City’s Finance Department is responsible for paying invoices.
FISCAL AND SUSTAINABILITY IMPACT:
There is no impact to the General Fund. Funding is available from CIP 9081, which is comprised of SB1 Maintenance and Rehab funds. The recommended motion is to authorize a transfer of $30,000.00 2511 SB1 Road Maintenance funds from CIP 9081 Signing and Striping Improvements to CIP 9074 North Davis Rd Guardrail Improvements.
