TITLE: UPDATING RECOMMENDED PROJECTS IDENTIFIED FOR THE AMERICAN RESCUE PLAN ACT OF 2021

RECOMMENDED MOTION
This is a motion request to have the City Finance Committee recommend approval to the full Council, the selected projects, at the time they proceed to Council approval.

EXECUTIVE SUMMARY:

Following City Council’s accepting funds from the American Rescue Plan Act (ARPA), and applying said funds to various government services projects, staff from Public Works and Library & Community Services have come back to the Finance Committee to review individual projects. As required in the Council’s motion in September 2021, the majority of funding for some public facility and infrastructure projects must be spent in 93905 and 93906, as those Salinas zip codes had the highest number of COVID-19 cases. Additionally, it was noted that the Finance Committee would be involved in identification of these projects. While staff has focused on projects in Districts 1, 5, 6, other projects outside of those boundaries have also been included, as the hope is we can be out for a public bid process, for example, in the area of sidewalks, sometime during the summer.

DISCUSSION:

Staff has put together the following project attachments to present to the Finance Committee and seek input. The initial focus of the assigned ARPA spending identifies projects including sidewalk location repairs, totaling $6 million, two traffic calming safety locations, approximately $1 million, $3 million in asphalt expenditure for ongoing street repair work, $210,000 in Playground surfacing at 15 City parks, new playground apparatus totaling nearly $700,000 at two park locations, Williams Ranch and Northgate, and $25,000 in tables, benches and BBQ pits.

These ARPA project categories allow for $14 million in total expenditures, however, some has already been identified for final expenditure in the area of traffic safety, specifically, the crosswalk on Williams near Alisal High, and the police motorcycles that are needed for traffic safety enforcement.

Once the Finance Committee recommends approval of these projects, it is anticipated that Public Works and LCS Department staff will implement the required next steps, including the need for the public bid process steps that would come back to the full Council in the weeks ahead.

Sidewalks, traffic safety and asphalt
As noted in the Sidewalk location attachment, which we will review during the Committee meeting, there are dozens of locations identified to be repaired, including street locations on N. Sanborn, N. Madeira, Roosevelt, Cherokee, Lexington, Glendora streets just to name a few.

The most recent area selected for traffic calming is the Swaner/Northridge location. After the Finance Committee makes recommendations on the traffic calming, we will then need to take to the full Council.

Also proposed is a city investment of $1 million, in each of three years, for additional asphalt to repair city streets. This program will go a long way to supplement our street repair work.

Park Locations and Projects
Playground surfacing features at our city parks remains a much-needed safety factor and this project will provide a significant enhancement to our playgrounds system-wide. Additionally, playground structures are proposed to be replaced at Williams Ranch and Northgate Neighborhood parks. Tables, benches, and BBQ pits are also being looked at in order to make necessary replacements. These features are already identified for Williams Ranch.

CEQA CONSIDERATION:

Not a Project. The City of Salinas has determined the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

FISCAL AND SUSTAINABILITY IMPACT:

Finance Committee approval of the recommended projects with ARPA funding is necessary as these projects advance to the City Council. The funding for these projects exists in the already Council-approved expenditures within the City’s ARPA plan. Staff will provide an overall ARPA update to Council following these significant approvals for public infrastructure spending.
