TITLE: CITY COUNCIL DISTRICT 5 RECREATION CENTER
RECOMMENDED MOTION:
A motion to approve a Resolution allocating $8.1 Million Dollars from available fund balance to build a recreation center in City Council District 5.
RECOMMENDATION:
Staff recommends the City Council approve a Resolution allocating $8.1 Million Dollars from available fund balance in the City’s general fund(s) to build a recreation center in City Council District 5.
BACKGROUND:
The Library & Community Services Department and the Fire Department have been collaborating on a potential shared use of a site for a new fire station and recreation center in City Council District 5. Laurel Park was selected based on the Fire Department’s level of service and response time goals and objectives. Moving the Fire Station to the park also increases safety by getting the station away from the intersection of Laurel and N. Main Street. In February of this year, a request was submitted to Assemblymember Rivas’ Office in the amount of $20 million for consideration of State funding for the Fire Station and park improvements portion of the project. This request is contingent upon the City funding the recreation center portion of the project, at the approximate $8 million dollars.
By repurposing the existing City-owned Laurel Park property, the City could combine the construction of a new fire station with that of a recreation center, athletic field, and neighborhood park, to better serve the residents of City Council District 5.
The City currently has (7) Recreation Centers including:
Facility
Address
City Council District
Bread Box Rec Center
740 N. Sanborn
District 1
Central Park
420 Central Ave.
District 3
Closter Park
401 Towt St.
District 2

District 2

District 3
The only City Council District that does not have a recreation center located within its boundaries is District 5. The allocation of $8.1 Million for a future recreation center in District 5 would increase access and create additional recreational opportunities for the community.
If the City does not receive State funding for the Fire Station and park improvements portion of the project, staff recommends that the City Council continue to fund the $8.1 Million Dollar Recreation Center in City Council District 5 however, additional community outreach and engagement will be necessary in order to determine the best location for the recreation center.
This item was presented to the Library & Community Services Commission for informational purposes on May 4, 2022. The Commission will be provided periodic updates on the status of this project.
