DEPARTMENT: PUBLIC WORKS, STREET MAINTENANCE DIVISION
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANANGER
TITLE: PURCHASE OF ONE 2022 FORD F-250 UTILITY BODY TRUCK WITH POST PULLER ATTACHMENT AND ONE 2023 F-600 ALTEC AT41M AERIAL LIFT.
RECOMMENDED MOTION:
It is recommended that City Council approve a resolution authorizing the direct purchase of one 2022 Ford F-250 Utility truck from Salinas Valley Ford at a total cost of $47,055.80; one post puller attachment for the F-250 from LineWise at a cost of $6,535; and one Altec AT41M 2-person aerial lift a cost of $190,831.11.
RECOMMENDATION:
It is recommended that City Council approve a resolution authorizing the direct purchase of a forementioned equipment at a total cost of $244,421.91 It is further recommended that a contingency of 10% be allowed for any price increase due to market volatility.
BACKGROUND:
Public Works continues replace dated and worn-out vehicle fleet and equipment. The F-250 being requested, will be utilized by our Street Maintenance Division. This truck will replace a 2002 Dodge Ram 2500 utility truck. This truck will be used by the Sign Maintenance Department. The attachment will be used for sign pole maintenance and is permanently attached to the truck. This attachment can straighten and or remove old poles with no digging required.
Salinas Valley Ford has the F-250 being built at the body builder (Scelzi) and will be available once completed at a total cost of $47,055.80. These trucks are on a first come basis. I did reach out to National Fleet Auto Group in Watsonville (Sourcewell) via the login portal and there is no option to price any new 2022 F-250 trucks on the web page. We are purchasing Fords due to fleet consistency. The post puller attachment will be added to this truck upon arrival.
The Altec AT41M will be replacing a 2005 AT37-G.. The AT41M will be used by the Sign Maintenance Department. The addition of the two-person bucket with a Jib allows the crew to safely handle larger signs and lights. The AT37-G will be reallocated to the Facilities Maintenance Department to replace a 1991 AT37 that has been previously sold due to needing extensive repairs as well as Tier 0 emissions standards Public Works Fleet, in conjunction with the Street Maintenance Division, selected the AT41M on a Ford F-600 Chassis for fleet consistency. This ensures quick repair and maintenance turnaround, as well as user consistency in an emergency. Fleet has used the Altec aerial lifts dating back to the early 1990’s. This truck is expected to take 18-21 months to complete.
There are no local Altec dealers for the AT41M. The nearest dealer is in Dixon, California. $190,831.11 is the total cost of the Altec AT41M using Sourcewell contract number 012418-ALT.
The city can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. This purchase from Salinas Valley Ford satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code.
Council has the authority to approve these purchases under Municipal Code Section 12-27 – Exceptions (due to the nature of the purchase, low-bid based competition is not likely to serve the best interest of the city, yield the best value to the city, or result in the lowest price). There is no way to compare pricing due to the current vehicle shortage, but the pricing that has been giving aligns with older quotes for the same specifications.
