TITLE: 20-MINUTE GREEN ZONE DESIGNATIONS AND “NO STOPPING” RED ZONE AT 349 WILLIAMS ROAD RECOMMENDED MOTION:

A motion to approve a Resolution establishing 85 feet of 20-minute green zones designations and 15 feet of “No Stopping” red zone located at 349 Williams Road.

RECOMMENDATION:

Staff recommends the approval of 85 feet of 20-minute green zones designation and 15 feet of “No Stopping” red zone located at 349 Williams Road.

BACKGROUND:

Gustavo Suarez, owner of Panaderia Azteca, is requesting 20-minute green zones along the frontage of his business property located at 349 Williams Road. Customers spend an average of 15 to 20 minutes per visit at his business. The requestor is aware that the proposed green zones, if approved, are not for the exclusive use of the requestor. The 20-minute parking restricted spaces are for the public's use. Enforcement is generally done on a call basis.

The proposed 20-minute parking zone is effective only from 7:00 am to 6:00 pm. of any day except Sundays and holidays (Section 20-74 (4) of the Salinas Municipal Code). After 6:00 pm the green zone is available for general public parking.

After further determining the green zones as requested, city staff conducted an analysis and determined obstruction from parked vehicles necessary to make a safe turning movement into Williams Road. Based on the traffic analysis and design standards established by state and federal design guidelines, staff is recommending the removal of approximately 15 feet of parking along Williams Road (see Attachment 1). The requestor is aware that the red zones are also recommended based on the analysis that was conducted.

Williams Road, between Grandhaven Street and Bellehaven Street, is a four-lane arterial street with a two way left turn lane. The street is approximately 66 feet wide, from curb face to curb face. Parking is generally permitted on both sides of the street. Currently, there are 45 feet of 20-minute green zone designations at 345 Williams Road, the property adjacent to 349 Williams Road.

The future of Williams Road is not certain. While on street parking is currently generally allowed, the City’s General Plan documents that Williams Road will have no on-street parking in the future as traffic increases. During the application process, the applicant has been notified that the on-street parking and green zones may need to be removed in the future, and the City cannot commit to renewing the green zones indefinitely.

TRAFFIC AND TRANSPORTATION COMMISSION
The recommendation for the 85 feet of 20-minute green zones designations and 15 feet of “No Stopping” red zone located at 349 Williams Road was presented to the Traffic and Transportation Commission at its April 14, 2022, meeting. The Commission voted 5-0 to recommend to City Council to approve a resolution the establishment of 85 feet of 20-minute green zones designations and 15 feet of “No Stopping” red zone located at 349 Williams Road.

CEQA CONSIDERATION:

Designation of parking restrictions on City street is exempt under CEQA 15301, Class 1(c) since the actions consists of operation and minor alteration of an existing City street.

STRATEGIC PLAN INITIATIVE:

The action of the “No Stopping” red zones support the Council goal of “Public Safety”.

DEPARTMENTAL COORDINATION:

Curb markings are installed and maintained by Public Works staff. Parking enforcement is provided in coordination with Parking Enforcement contractor (LAZ) and the City Police Department.

FISCAL AND SUSTAINABILITY IMPACT:

Gustavo Suarez, authorized representative of 349 Williams Road, has submitted payment to fund the costs and the installation of the 20-minute green zone designations. The estimated labor and material cost to install the “No Stopping” Red Zones along Williams Road is estimated to be $200. Sufficient funding is available in the current streets budget to fund the installations.
