RESOLUTION NO. (N.C.S.)
A RESOLUTION TO SUPPORT THE PROVISION OF PUBLIC WI-FI ON CITY-OWNED PROPERTIES THROUGHOUT THE CITY AND TO ENTER INTO A MASTER SERVICE AGREEMENT WITH UNDERLINE MONTEREY, INC FOR THE PROVISION OF WIRELESS SERVICES WHEREAS, access to broadband services is directly linked to the economic well-being of the community through economic growth, higher incomes, and/or lower unemployment, and, further, access to broadband services improves social outcomes by democratizing access to education, fostering broader social supports, and improving access to telehealth resources; and WHEREAS, the Salinas City Council desires to improve access to broadband services through both wireless and direct connections; and WHEREAS, on December 14, 2021, the Salinas City Council adopted Resolution No. 22264 entering into a Network Deployment and Service Agreement with Underline Monterey, Inc. (“Underline”) to allow Underline to construct and operate a broadband network within the City of Salinas; and WHEREAS, Underline has expressed an interest in providing broadband services, including the provision of public Wi-Fi, to the City of Salinas; and WHEREAS, City and Underline each desire to enter into a Master Service Agreement to further explore the possibilities for the City to obtain broadband service from Underline.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby declares its support to provide public Wi-Fi from City-owned and operated facilities throughout the City and authorizes staff to consider proposals to provide this service when in discussions with potential broadband service providers; and BE IT FURTHER RESOLVED that the Salinas City Council hereby approves the Master Service Agreement attached as Exhibit “A” to this Resolution and authorizes and directs the City Manager to sign this Agreement on behalf of the City.
