DATE: May 17, 2022
DEPARTMENT: Fire DEPARTMENT
FROM: samuel Klemek, ACTING Fire Chief
TITLE: SUBLEASE OF ABBOTT PLACE TRAINING FACILITIES
RECOMMENDED MOTION:

It is recommended that the City Council approve a resolution approving the sublease of 801 Abbott Place from Simplot AB Retail, Inc. for use by the fire department for a term of (3) years in the amount not to exceed $180,000.

RECOMMENDATION:

Staff recommends Council approve the sublease agreement from Simplot AB Retail, Inc. to provide training and storage facilities for the Salinas Fire Department.

EXECUTIVE SUMMARY:

The Fire Department is in dire need of a location to conduct classroom training for existing staff and recruit academies. In addition, the fire department lacks adequate storage facilities for reserve equipment, supply stock, protective clothing inventories and miscellaneous equipment. The department seeks to centralize training and drill facilities to maximize efficiency of resource movement and availability on a daily basis.

BACKGROUND:

Both the Fire and Police Departments occupied this facility for a number of years under a lease agreement until its’ expiration in 2019. With the construction of the new police services facility, the lease agreement was terminated leaving the fire department without a venue to conduct fire academies or regular mandated training of fire suppression staff. In addition, the fire department was forced to transfer all of its’ backup equipment and supply inventories to the metal garages behind the former police department building that lack temperature and moisture control and are subject to constant rodent and insect infestations.

As the master tenant, Simplot AB Retail, Inc. has received permission to sublease the premises to the Fire Department for the remaining term of their lease. This provides much needed relief to the Fire Department to fulfill its’ needs in this area, while moving toward the goal of improving existing facilities through the Capital Improvement Plan.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN:

This purchase fits within the current concepts of the strategic plan:

Effective and Culturally Responsive Government
Public Safety
Infrastructure and Environmental Sustainability
FISCAL AND SUSTAINABILITY IMPACT:

The Fire Department seeks to utilize $60,000 in its’ existing General Funds approved at the mid-year 21/22 budget adoption in account 1000.45.4540-63.3200. The balance of funding ($120,000) has been included in the Fire Department’s FY 22/23 budget.
