DATE: MAY 24, 2022
DEPARTMENT: OFFICE OF THE CITY MANAGER
FROM: ANDREW MYRICK, SR ECONOMIC DEVELOPMENT MGR
TITLE: FIVE CITIES PARTNERSHIP/HARTNELL COLLEGE MOU
RECOMMENDED MOTION:

A motion to approve the attached Resolution to enter into a Memorandum of Understanding with the Hartnell Community College District and the Cities of Gonzales, Soledad, Greenfield, and King City to continue support of the Five Cities Partnership.

RECOMMENDATION:

Staff recommends Council approve the attached Resolution.

BACKGROUND:

The Salinas Valley Enterprise Zone was a partnership between the Cities of Salinas, Gonzales, Soledad, Greenfield, and King City (the “Five Cities”) and the County of Monterey to promote regional economic development throughout the Salinas Valley. Following the dissolution of Enterprise Zones by the State of California in 2014, the Five Cities elected to continue their partnership to promote regional economic development. At that time, the Five Cities entered into a Memorandum of Understanding (MOU) with Hartnell College to act as a regional Sector-Based Intermediary to support workforce development efforts in the Salinas Valley. In this partnership, the Five Cities serve as Board Members, while Hartnell College acts as the Executive Director and provides administrative support.

The first several years of activity were supported by funds that were left over from Enterprise Zone operations. However, those funds have now been spent. The proposed MOU between the Five Cities and Hartnell College would continue the partnership through June 2024.

Under the terms of the MOU, the Five Cities would each contribute funds based on a formula related to the number of high school graduates in each jurisdiction. The City of Salinas’s share of this would be $60,294.87 per year for the next two years (FY23 and FY24). There would be no cost to the City during the current fiscal year. Hartnell College will provide and cover the costs of administrative support and overhead and will also support the projects identified in the MOU with grants from outside entities.

The MOU will support Hartnell’s operation of the following programs:

Support over 60 Internships for high-school age students through micro-internship and SOAR programs.

Support 30 mentorships for middle-school age students.

Provide 445 Apprenticeship and Internships through the Earn and Learn Opportunities Program.

Enhance support for high school students completing FAFSA and CADAA financial aid programs, with the goal of increasing the number of supported students by over 1,500.

Host quarterly Economic Development & Workforce Roundtables with industry, education, and local government.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project.  Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.  Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

STRATEGIC PLAN INITIATIVE:

This item will support the Council’s goal of Economic Development by support programs to provide job training and educational access among the youth of the Salinas Valley.

DEPARTMENTAL COORDINATION:

Primary coordination on this item was with Hartnell College and representatives from the Five Cities.

FISCAL AND SUSTAINABILITY IMPACT:

The City of Salinas would be responsible for making annual payments of $60,294.87 in FY23 and FY24. If Council adopts this Agreement, the proposed budget will include the necessary funding. No financial commitment is required during the current fiscal year.
