TITLE: SERVICE AGREEMENT BETWEEN THE CITY AND MCLAUGHLIN PAINTING AND WATERPROOFING CORPORATION FOR THE PAINTING OF THREE (3) RECREATION CENTERS RECOMMENDED MOTION:
A motion to approve a Resolution authorizing a Services Agreement in the amount of $58,461 between the City of Salinas and McLaughlin Painting and Waterproofing Corporation for the painting of three (3) Recreation Centers.
RECOMMENDATION:
It is recommended that the City Council approve a Resolution authorizing a Services Agreement in an amount of $58,461 between the City of Salinas and McLaughlin Painting and Waterproofing Corporation for the painting of three (3) Recreation Centers.
BACKGROUND:
In FY 2021-22 the City Council appropriated approximately $3 million dollars in Capital Improvement Project (CIP) funds for immediate and short-term implementation activities of the Alisal Vibrancy Plan (AVP). The AVP Implementation Plan, developed in collaboration with the AVP Implementation Committee, prioritizes short-term activities to improve the cleanliness, appearance, infrastructure, and parks and open space in the Alisal. As a result, $550,000 dollars were allocated for Parks and Open Space. One of the projects under the parks and open space allocation is to paint and prep the Breadbox and Closter Recreation Centers for mural beautification. The third location to be prepped and painted to receive a mural is the El Dorado Park Recreation Center. El Dorado Park is not part of the AVP, and the cost will be absorbed by the departments Measure G allocation.
In March 2020, the Facilities Division requested pricing for the preparation and painting of the El Dorado Park, Breadbox and Closter Park Community Centers for mural beautification from Speed Boy Paint, Huerrmo Paint and McLaughlin. Mclaughlin was the only company that responded to the request for pricing. Based on the response from McLaughlin, the Facilities Division recommended proceeding with their proposal and enter into a Services Agreement in the amount of $58,461.
CEQA CONSIDERATION:
The City of Salinas has determined that the proposed action is not a project and therefore exempt as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
Approval of this Service Agreement will support the City Council goals of Economic Development, Infrastructure and Environmental Sustainability.
DEPARTMENTAL COORDINATION:
The Library and Community Services Department has coordinated with Public Works and Community Development to determine scope of work, request pricing and allocate funding for this project. The Legal Department has also contributed by reviewing the proposed Service Agreement.
FISCAL AND SUSTAINABILITY IMPACT:
As noted above, funds for the painting and prep for murals at the Breadbox, Closter Park and El Dorado Park Recreation Centers are appropriated and available in the AVP’s Capital Improvement Project (CIP) Fund #9246 (5800.30.9246-63.6010) and Parks and Recreation Measure G (1200.55.6234-63.6010).
