TITLE: EAST LAUREL DRIVE PEDESTRIAN IMPROVEMENTS PROJECT, CIP NO. 9220 RECOMMENDED MOTION:
A motion to approve a resolution accepting the East Laurel Drive Pedestrian Improvements Project, CIP No. 9220, for maintenance and responsibility.
RECOMMENDATION:
Staff recommends that the City Council approve a resolution accepting the East Laurel Drive Pedestrian Improvements Project, CIP No. 9220 for maintenance and responsibility.
EXECUTIVE SUMMARY:
The East Laurel Pedestrian Improvements Project, CIP 9220, installed 1,019 linear feet of new six foot wide concrete sidewalks on East Laurel Drive between Constitution Boulevard and North Sanborn Road, 2,667 linear feet of new four-foot wide concrete sidewalks on Constitution Boulevard, 1,470 linear feet of six-foot wide boardwalk overlooking Upper Carr Lake, 52 new streetlights from Constitution Boulevard to North Sanborn Road, 33 new pedestrian trail lights from the Vietnam Veterans Memorial Park to the east end of the trail at Garner Avenue, and traffic signal modifications at East Laurel Drive and Constitution Boulevard. These improvements were made in an effort to enhance pedestrian safety and increase connectivity and access from the Alisal neighborhood to medical facilities and shopping areas.
BACKGROUND:
On March 6, 2018, the City Council approved a proposal for professional services from Kimley Horn and Associates pursuant to the Master Service Agreement between the City and Kimley Horn and Associates (Resolution No. 21271). Professional services by Kimley Horn included engineering, design, and environmental compliance for the East Laurel Drive Pedestrian Improvements Project.
On January 21, 2020, the Salinas City Council held a public hearing and adopted the Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (MMRP) for the East Laurel Drive Pedestrian Improvements Project (Resolution No. 21775). The California Environmental Quality Act (CEQA) requires that all public agencies establish monitoring and/or reporting procedures for mitigation adopted as conditions of approval to mitigate or avoid significant environmental impacts. The adopted MMRP identified fourteen (14) standard conditions and mitigation measures. All standard conditions and mitigation measures listed in Exhibit A were implemented.
On August 18, 2020, the City Council awarded the East Laurel Pedestrian Improvements Project to Granite Rock Company in the amount of $4,086,150.00 (Resolution No. 21930).
On September 15, 2020, the City Council approved a proposal for construction management services from MNS Engineers pursuant to the Master Service Agreement between the City and MNS Engineers (Resolution No. 21828). MNS provided construction management and inspection services for the East Laurel Drive Pedestrian Improvements Project.
Construction commenced on March 22, 2021, and the project was substantially completed on October 29, 2021. Completion of the East Laurel Drive Pedestrian Improvements Project allows for pedestrian, vehicular, and trail improvements along East Laurel Drive (between Constitution Boulevard and North Sanborn Road) and northeast of East Laurel Drive for the trail and trail lighting improvements. Additional pedestrian improvements were constructed on Constitution Boulevard, between East Laurel Drive to approximately 375 feet south of Manchester Circle.
The City-initiated project provides new sidewalk facilities, a trail system and boardwalk for bicyclists and pedestrians, trail lighting and new street lighting to promote urban sustainability. An existing trail was rehabilitated from the entrance to the Monterey County East Laurel Facility, along East Laurel Drive, to the northern trail at the Natividad Creek Detention Basin. Lighting improvements are provided on two existing trails: one trail near the parking lot of the Vietnam Veterans Memorial Park extending approximately 800 feet north and another trail around the inland side Natividad Creek Detention Basin to approximately 95 feet west of Garner Avenue at Gee Street. The City collaborated with Monterey County to assist with funding the improvements that were installed in front of the Monterey County offices on East Laurel Drive.
Per Department Policy 75-1 (Resolution No. 21528), all Contract Change Orders (CCO 1 through 9) have been administratively authorized with a total construction cost increase of $179,480.39 (4.4% above the original award amount). The total construction cost was $4,265,630.39. Below is a summary of the contract change orders.
