DATE: MAY 24, 2022
DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS P.E., L.S., PUBLIC WORKS DIRECTOR

ANDREW EASTERLING, TRAFFIC ENGINEER
TITLE: REGIONAL FUNDING AGREEMENT FOR PEDESTRIAN AND BICYCLE WAYFINDING PROGRAM RECOMMENDED MOTION:

A motion to approve a Resolution to approve the Regional Funding Agreement for Pedestrian and Bicycle Wayfinding Program between the Transportation Agency for Monterey County and the City of Salinas.

RECOMMENDATION:

Public Works staff recommends the approval of the Regional Funding Agreement for Pedestrian and Bicycle Wayfinding Program between the Transportation Agency for Monterey County and the City of Salinas.

BACKGROUND:

On May 25, 2016, the Transportation Agency for Monterey County (TAMC) Board of Directors adopted the Regional Pedestrian and Bicyclist Wayfinding Plan for Monterey County (Attachment 2) and authorized the submission of grant applications to implement the Wayfinding Plan. TAMC was awarded Local Transportation Funds and State SB1 Local Partnership Program funds in the amount of One Million Nine Hundred Thirty-one Thousand Dollars ($1,931,000) for the development and implementation of the Wayfinding Plan within TAMC’s jurisdictional boundaries. TAMC developed construction plans for the Regional Wayfinding Program Signs (Attachment 3) and is now preparing for construction.

The Regional Wayfinding Program Signs proposes the installation of wayfinding signs on City streets, through an encroachment permit. The installation of these signs would be funded by TAMC. The City would agree to pay for costs related to this action, including the issuance of permits, and the maintenance and repair of wayfinding signage within its jurisdiction.

The Regional Funding Agreement for Pedestrian and Bicycle Wayfinding Program (Attachment 1) delineates the obligations of both TAMC and the City with respect to the implementation of the Regional Pedestrian and Bicyclist Wayfinding Plan within the City of Salinas.

TRAFFIC AND TRANSPORTATION COMMISSION
The Regional Wayfinding Program Signs in Monterey County was presented to the Traffic and Transportation Commission at its June 10, 2021 meeting. The Commission voted 6-0 to recommend to City Council the approval of the Regional Funding Agreement between the Transportation Agency for Monterey County and the City of Salinas.

CEQA CONSIDERATION:

The Wayfinding Plan was determined to be exempt from CEQA under 14 CCR Section 15301: Existing Facilities, as affecting minor alterations to existing public structures and facilities. The Transportation Agency for Monterey County filed the Notice of Exemption on April 28th, 2016.

STRATEGIC PLAN INITIATIVE:

The installation of Regional Wayfinding Program Signs is intended to improve bicycle and pedestrian safety. This action aligns with the City Council goal of “Public Safety”.

FISCAL AND SUSTAINABILITY IMPACT:

There is no direct cost to the City for the installation of the wayfinding signs. The installation of the signs would be funded by TAMC, and the City will incur staff time from the coordination of the program and permitting. Additional costs to the City will be incurred in on-going maintenance. There are approximately 50 new signs that are proposed in Salinas. Traffic signs typically need replacement every 7-10 years, due to damage, graffiti, theft, or loss in reflectivity. The increased annual maintenance costs are estimated to be roughly $4,500 per year based on current construction costs.
