DATE: JUNE 14, 2022
DEPARTMENT: LIBRARY AND COMMUNITY SERVICES, RECREATION-PARK DIVISION FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANAGER
TITLE: RATIFICATION TO RESOLUTION (22062) DIRECT PURCHASE OF ONE 2022 FORD F-350 FLATBED RECOMMENDED MOTION:

It is recommended that City Council approve a Resolution authorizing the direct purchase of one Ford F-350 Flat Bed Dump at a cost not exceed $85,000.00.

RECOMMENDATION:

It is recommended that City Council approve a Resolution allowing the city to continue with a previously approved purchase with an increased limit of $85,000 to cover any cost increase that has occurred since March 16th of 2021 or purchase a suitable substitute due to lack of product availability.

DISCUSSION:

This report will explain the need to approve a Resolution providing additional authority beyond that granted for a previously approved purchase (Resolution No. 22062 N.C.S.).

BACKGROUND:

The Library and Community Services Department has been renewing the older fleet to meet their maintenance needs.

In March of 2021, the City Council approved a purchase of one 2022 F-350 Flatbed Dump from Salinas Valley Ford at a total cost of $56,452.83. Shortly after approval we had submitted our order to Ford. There have been numerous delays due to parts availability and supply chain issues. The still is no indication as to when Ford will decide to build this vehicle or when the vehicle will be made available to complete the purchase. There even stands a chance that the order will be canceled.

Public Works Fleet in conjunction with the Library and Community Services Department request that we try and continue with the purchase from Salinas Valley Ford as previously planned in Resolution No. 22062 N.C.S., understanding there will be a price increase, as well as have an option to purchase a suitable like kind vehicle should we find one sooner. We also request a purchase limit cap increase to $85,000 dollars with the option to purchase from another dealer that may have a suitable vehicle. The reason for this price increase is mainly due to product pricing increasing significantly.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The requested Council action directly relates to Council’s Strategic Plans or Goals of Infrastructure and Environmental Sustainability. The purchase of the flatbed dump truck allows Library and Community Services to continue maintaining the City of Salinas parks and provide needed services at the Recreation Centers.

DEPARTMENTAL COORDINATION:

Fleet Maintenance in coordination with the Library and Community Services Department had a meeting to discuss the needs of the new truck. We concluded that the truck in this report meets both the needs of the Library and Community Services Department as well as the requirements of the Fleet Maintenance Division. We also coordinated with the Finance Purchasing Division regarding this purchase.

FISCAL AND SUSTAINABILITY IMPACT:

Funds will come from 1000.55.6242-66.5500 ($49,992.12) and 1100.55.6242-66.5500 ($35,007.88) for a total $85,000.00 ATTACHMENTS:
