DATE: June 14, 2022
DEPARTMENT: HUMAN RESOURCES
FROM: Marina Horta-Gallegos, Human Resources Director TITLE: MODIFICATION TO THE CLASSIFICATION – SALARY SCHEDULE, WORKFORCE ALLOCATION ADJUSTMENT, AND RECLASSIFICATION RECOMMENDED MOTION:

It is recommended that the City Council approve a Resolution modifying the Classification – Salary Schedule to reflect 1) the classification of Community Service Aide; 2) retitle the existing Senior Information Technology Analyst to Business Systems Analyst; 3) adjust the salary range for Police Services Administrator; 4) add a Public Service Maintenance Crew Supervisor to replace a Street Light/Traffic Signal Crew Supervisor; and 5) reclassify the incumbent Word Processing Operators to Community Service Aides and 6) reclassify the incumbent Motor Sweeper Operators to Public Service Maintenance Worker III.

RECOMMENDATION:

Staff recommends that the City Council approve the attached Resolution modifying the Classification – Salary Schedule to include the Community Service Aide and Business Systems Analyst classifications, adjust the salary range for the Police Services Administrator, add a Public Service Maintenance Crew Supervisor to replace the vacant Street Light/Traffic Crew Supervisor, and reclassify the incumbent Word Processing Operators and Motor Sweeper Operators.

BACKGROUND:

The Council previously approved two information technology positions through the FY 21-22 budget process. After meeting with the Information Technology Division, it was determined that the appropriate classification is a Business Systems Analyst. This position will perform technical and administrative activities that support deployment, configuration, and usage of our municipal business application systems. Staff recommends retitling the Senior Information Technology Analyst to Business Systems Analyst.

The Community Service Aide is an entry level position in the Community Service Officer series that will provide technical police support in the front office and in the field as needed. This position will assist with telephone or in-person reports of criminal incidents, processing online reports, data entry and general clerical tasks, among other things. The Police Services Administrator classification was reactivated this fiscal year. It is recommended that the salary range be adjusted from $12,182 top step to $10,622 top step based on the level of authority, span of control, and changes in staffing, among other things.

Staff recommends adjusting the workforce for the Public Works Department to reflect one additional Public Service Maintenance Crew Supervisor to replace the vacant Street Light/Traffic Crew Supervisor. The critical functions of this vacant classification can be performed by a Public Service Maintenance Crew Supervisor and would allow for promotional opportunities within the Department.

Lastly, staff recommends reclassification of the incumbent Word Processing Operators and Motor Sweeper Operators to Community Service Aides and Public Service Maintenance Worker III, respectively. The reclassifications would be effective the pay period inclusive of July 1, 2022 and follow the meet and confer process with the respective bargaining units.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The proposed action meets the Effective and Culturally Responsive Government Council goal within the 2022-2025 Strategic Plan.

DEPARTMENTAL COORDINATION:

The Human Resources Department coordinated with the Finance, Police, and Public Works Departments in this effort.

FISCAL AND SUSTAINABILITY IMPACT:

All the positions are budgeted for the next fiscal year. The reclassifications and Crew Supervisor adjustments are cost neutral. No additional fiscal impact is anticipated.
