TITLE: IDENTIFYING PREVENTION AND INTERVENTION PARTNERSHIP PROGRAMS AND FUNDING A PILOT PREVENTION & WELLNESS PROJECT RECOMMENDED MOTION:

Approve a Resolution allocating $300,000 in the fiscal year 2023 budget, to fund a Pilot Prevention & Wellness Project and authorize staff to develop a Request for Proposal process.

RECOMMENDATION:

Staff recommends the City Council adopt a Resolution allocating $300,000 in the fiscal year 2023 budget, to fund a pilot Prevention & Wellness Project and authorize staff to develop a Request for Proposal process.

BACKGROUND:

On December 12, 2021, the City Council approved the contract for Shot Spotter including adding language to the motion which was approved to identify funding for prevention and intervention programs in the amount of $300,000.

The Community Alliance for Safety and Peace (CASP) Strategic Plan identifies a number of evidence-based programs and strategies to reduce violence and there are many CASP partners who work in the area of prevention and intervention that have existing programs that could be expanded by leveraging additional funding. Local organizations like Partners for Peace, Harmony at Home, Rancho Cielo, Sun Street Centers, YOSAL and others, offer a variety of prevention and intervention programs.

Staff have begun discussions around the design of a pilot grant program where we don’t reinvent the wheel but focus on utilizing our non-profit and community-based sector to deliver these critical services. A discussion regarding a program like this was included in the Education & Outreach sub-committee on January 25, 2021. The themes that came out of that discussion were:

Leverage/Support Existing Organizations
School Facilities Possible Location for Delivery of Programs Programs: Peer to Peer Mentoring, Violence Prevention Efforts, Parenting Programs, Culturally Relevant Programs, etc.

Staff recommends awarding a total of ten (10) grants in the amount of $30,000 each to Salinas based 501(c)3 non-profit organizations. This project was presented to the Finance Committee on May 31, 2022. The Finance Committee, at their May meeting, recommended capping maximum awards at $60,000 and not dictating the number of awards. The finance committee would like progress reporting requirements of grantees at least quarterly and determine a fair reimbursement interval. It is also important to the committee that funds be used to support Salinas residents.

Following approval of the City Council, staff will work to continue to develop and finalize the pilot grant program design. A grant selection committee will be identified and be comprised of City staff. Following adoption of the new fiscal year budget, staff would plan to release the RFP with the intent of having contracts in place and funds available to selected organizations sometime in the fall.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
