SUBJECT: RESPONSE TO 2021-2022 MONTEREY COUNTY CIVIL GRAND JURY FINAL REPORTS RECOMMENDED MOTION:
A motion to authorize the Mayor to sign the attached letter responding to the findings and the recommendations in the 2021-2022 Monterey County Civil Grand Jury Final Report regarding “Your Response to Past Monterey County Civil Grand Jury Reports (2012, 2013, 2017, 2020).” RECOMMENDATION:
It is recommended that the City Council authorize the Mayor to sign the attached letter responding to the findings and the recommendations in the 2021-2022 Monterey County Civil Grand Jury Final Report.
EXECUTIVE SUMMARY:
On April 7, 2022, the Monterey County Civil Grand Jury (“Grand Jury”) issued its Final Report titled “Your Response to Past Monterey County Civil Grand Jury Reports (2012, 2013, 2017, 2020).” The Report provides City staff’s responses to each of the categories listed in this Final Report.
DISCUSSION:
California Penal Code section 933(c) requires the City Council to respond to the Grand Jury’s Final Reports within ninety days from submittal of the Final Reports. This Final Report is somewhat different from previous final reports in that this asks for additional responses to previous final reports to which the City already responded; this Final Report asks the City to update the Grand Jury on the status of the City’s responses to prior findings and recommendations.
A draft letter responding to each of the items identified by the Grand Jury as requiring an additional response is attached to this Staff Report. The City’s original responses to those Reports identified in this Final Report are also attached to this Staff Report for reference.
CEQA CONSIDERAITON:
The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
This item is not among those on the City Council’s current Strategic Plan; however, a response is required by California law.
FISCAL AND SUSTAINABILITY IMPACT:
There is no impact on the City’s General Fund with the City Council’s consideration of this item.
