DEPARTMENT: PUBLIC WORKS DEPARTMENT
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR BY: VICTOR BAEZ, DISTRICTS/FORESTRY MANAGER TITLE: CITY-WIDE LANDSCAPE SERVICES FOR GREENBELTS,
MEDIANS & ROUNDABOUTS
RECOMMENDED MOTION:
A motion to award contract for City-Wide Landscape Services for Greenbelts, Medians & Roundabouts to Smith & Enright Landscaping, Inc. for a total three-year contract amount of $734,112.00.
RECOMMENDATION:
Staff recommends Council approve a resolution to award Smith & Enright Landscaping, Inc. a contract for City-Wide Landscape Services for Greenbelts, Medians & Roundabouts.
EXECUTIVE SUMMARY:
The Public Works Department is responsible for routine landscape maintenance of greenbelts, medians, and roundabouts throughout the City of Salinas. The City-Wide Median/Greenbelts, Parks and City Facility Landscape Services contract for professional landscape services was awarded to BrightView Landscape Services, Inc. on June 18, 2019. The contract agreement was for a term of three years with the option to renew/extend for two additional years. Staff does not recommend extending the contract for two additional years due to the separation of landscape service responsibilities that have been agreed upon by the Public Works Department and Library & Community Services Department. The Public Works Department oversees the landscape maintenance for greenbelts, medians, and roundabouts throughout the City. At the time the contract was awarded on June 18, 2019, the Park Maintenance Division was not a part of the Library & Community Services Department. Effective July 1, 2020, the Park Maintenance Division was incorporated into the Library & Community Services Department. They oversee the landscape services for the parks and city facilities throughout the City. All landscape maintenance functions are provided by private contractors selected though the City’s competitive bidding process. To avoid service interruptions, the City-Wide Landscape Services for Greenbelts, Medians, & Roundabouts Request for Proposals was posted to PlanetBids on March 29, 2022. The deadline to submit bids on PlanetBids was April 26, 2022. A summary of all bids received is in the background section and in the bid tabulation attachment.
The Public Works Department formal bid purchasing threshold is $120,010. Any award amount above $120,010 will need to be approved by the City Council.
BACKGROUND:
The City relies heavily upon professional landscape service providers to keep up the day-to-day maintenance for the greenbelts, medians, and roundabouts. The City-Wide Greenbelts/Medians, Parks and City Facility Landscape Services agreement will expire on July 1, 2022. Staff’s goal is to award a new agreement for a minimum of three years with the option to extend the services for two years.
On March 29, 2022, the City-Wide Landscape Services for Greenbelts, Median & Roundabouts Requests for Proposals was posted to PlanetBids.
