RECOMMENDATION:
It is recommended that City Council approve a Resolution:
authorizing the City Manager to execute Amendment 1 to the FY 2021-2022 Agreement for Professional Services with Tina La Perle to increase the total not to exceed compensation amount to $172,112; authorizing the City Manager to execute a FY 2022-2023 Agreement for Professional Services with Tina La Perle for Homeless Services Intervention and Coordination for a total compensation not to exceed $51,000 with a term of July 1, 2022, to October 31, 2022; and authorizing the establishment of a $20,000 Project Room Key Motel Program Fund appropriation and corresponding revenue budget.
EXECUTIVE SUMMARY:
On July 1, 2021, the City of Salinas (City) entered into a Professional Services Agreement (PSA) with Tina La Perle to ensure an effective use of funds and the identification and utilization of “best practices” in regard to the provision of homeless services. Tina La Perle’s services have been instrumental in assisting the City to conduct vital outreach and identify effective, safe practices to house and protect vulnerable, homeless City residents during the COVID-19 pandemic, as well as the implementation of new programs and emerging initiatives. The proposed Amendment 1 seeks to increase the compensation of the FY 2021-2022 Agreement resulting from the delivery of additional, unanticipated work hours and services. The FY 2022-2023 Agreement seeks to continue Ms. La Perle’s professional services through to October 31, 2022, to support emerging grant programs while the Department undertakes the recruitment and onboarding of a new Homeless Services Manager position.
BACKGROUND:
Homelessness continues to be a serious and ongoing problem within the City which requires significant support to maintain the preservation of public spaces and the health, and safety of our community. Persons experiencing homelessness are at high risk for physical and mental health issues, and other chronic illnesses. In response, the City has continued to seek, obtain, and allocate additional funding and resources toward the issue. In recent months, the City successfully applied for and was awarded additional resources to allow for the continuance and expansion of services to unhoused residents. New funding sources include Project Roomkey (PRK) from the County of Monterey ($1,796,632), American Rescue Plan Act (ARPA) Funds ($2,062,293) also form the County of Monterey (County), and the Encampment Resolution Funding (ERF) Program ($4,079,416.72) from the State of California.
DISCUSSION:
Throughout the past few years, professional services provided by Tina La Perle have been instrumental in the identification and implementation of best practices, the development of meaningful program standards, data collection and outcomes, and the formulation of competitive grant applications seeking new sources of funding. As a result of this current emerging and intensive environment, actual work hours performed by Ms. La Perle under the current FY 2021-2022 Agreement exceeded the amount originally stipulated based on an average of 32 hours per week. The proposed Amendment 1 to the FY 2021-2022 Agreement increases the total not to exceed compensation amount to $172,112, an increase of $56,000 to reflect the additional work performed. County PRK funding in the amount of will be the funding source to support the increase in compensation. Amendment 1 of the FY 2021-2022 Agreement is attached to this report.
This year the Community Development Department received authorization for a new permanent full-time Homeless Services Manager position to support the tasks and responsibilities currently performed by Ms. La Perle. Unfortunately, due to a backlog in City recruitments as well as the need to create a viable, comprehensive job description for the new, permanent, full-time position, the Homeless Services Manager position is not expected to be filled until October 2022.
The proposed FY 2022-2023 Agreement for Professional Services with Ms. La Perle will ensure a continuation of current in-progress work and priority initiatives through the end of October 2022 and will allow the City ample time to develop a new position description, recruit hire and train the Homeless Services Manager. The funding sources of the limited-term FY 2022-2023 Agreement with Ms. La Perle is State ERF funds ($31,000) and County ARPA funds ($20,000) for a total not to exceed compensation amount of $51,000. The term of the FY 2022-2023 Agreement will be from July 1, 2022 to October 31, 2022.
DEPARTMENT COORDINATION:
This agenda item is solely administered by the City’s CDD Housing Division. Additional internal and external contributions have come from the City’s Legal, Finance and Human Resources Departments and the County of Monterey Social Services Department.
CEQA CONSIDERATION:
The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) per Guidelines Section 15378. Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.
STRATEGIC PLAN INITIATIVE:
Approval of the proposed Amendment 1 and Agreement for Professional Services will support the City’s Strategic Plan areas of Housing/Affordable Housing, Public Safety, and Effective and Culturally Responsive Government.
FISCAL AND SUSTAINABILITY IMPACT:
There is no General Fund impact associated with this agenda item. The funding source for Amendment 1 to the FY 2021-2022 Agreement for Professional Services is supported by County PRK funding, and funding of the FY 2022-2023 Agreement for Professional Services will be supported by County ARPA and State ERF Program funds.
