DATE: JUNE 21, 2022
DEPARTMENT: SALINAS POLICE DEPARTMENT
FROM: ROBERTO FILICE, CHIEF OF POLICE
BY: TONYA ERICKSON, MANAGEMENT ANALYST
TITLE: DIRECT PURCHASE OF POLICE VEHICLE
RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the direct purchase of one Dodge Charger Police Pursuit vehicle for a total cost not to exceed $60,102.79.

RECOMMENDATION:

Staff recommends that City Council approve the direct purchase of one Dodge Charger Police Pursuit vehicle for sworn police officers. Total cost for the vehicle shall not exceed $60,102.79.

EXECUTIVE SUMMARY:

The Salinas Police Department has identified funding to purchase one Dodge Charger Police Pursuit vehicle which will be used by the Chief of Police and other sworn officers. Given current inventory challenges, and the immediate action required to successfully purchase an available vehicle, we are asking for authorization to purchase from any identified vendor as long as the total costs do not exceed $60,102.79.

BACKGROUND:

The Salinas Police Department has identified funding to purchase one Dodge Charger Police Pursuit vehicle which will be dedicated for use by the Chief of Police, but available to other sworn officers should the need arise. The Department has been attempting to locate a vehicle for several months but most Dodge Charger Police Pursuit vehicles on dealer lots, or in production, are already under contract. We have identified intermittent availability, but the dealerships have required an immediate commitment to purchase which we have been unable to do without City Council approval. Given the challenge with locating available vehicles we are requesting authorization to purchase an available vehicle, once located, as long as the total cost does not exceed the amount identified in this report.

Elk Grove Auto Group holds the California Statewide Contract for provision of the Dodge Charger Police Pursuit vehicle and as of 5/11/2022 the per-unit cost, before taxes and fees, is $44,350.00. This contract price is well below Manufacturers Suggested Retail Price (MSRP) which is what we will likely need to pay with any other dealership. We have unsuccessfully attempted to get quotes from alternate dealerships, but Dodge has closed ordering for the current model year and has not yet opened ordering for the upcoming model year. Ordering for the next production cycle is expected to open late this summer, but those vehicles will not be available until early-to-mid 2023.

Given the limited inventory and extended timeframe to secure a vehicle via the traditional ordering process, we are requesting approval for the direct purchase of a vehicle, from any vendor with an available vehicle, up to the maximum amount identified below. Given the lack of inventory and current market conditions, the department is also requesting approval of a 20% contingency given it is unlikely we will be able to purchase a vehicle at a cost under MSRP, or matching that of the Statewide contract rate.
