EXECUTIVE SUMMARY:
On October 8, 2019, City Council approved the subdivision improvement agreement and the final map for Monte Bella Subdivision Phase 6, and accepted the easements offered for dedication. The subdivision is located north of Sconberg Parkway between Monte Bella Boulevard and Freedom Parkway and consists of 78 residential lots on 22.34 acres of land. Construction of public improvements commenced in October 2019 and were satisfactorily completed on June 14, 2022. Construction of the public improvements for Phase 6 concludes the improvements identified and approved as part of the Monte Bella Vesting Tentative Map.
BACKGROUND:
On October 14, 2003, City Council adopted Resolution No. 18392 approving the Vesting Tentative Map 03-02 for the Mountain Valley Precise Plan Area (RZ 03-03 and VTM 03-02). The Mountain Valley project, now known as Monte Bella, consisted of 853 single family residence, a 21-acre park site, a 2-acre elementary school site and several well and infrastructure sites. The vesting tentative map contemplated seven phases of construction for full development of the subdivision (Phases 1, 2, 2B, 3, 4, 5 and 6). Phases 1, 2 and 2B were constructed before the Great Recession. Phases 3 and 4 were grated time extensions due to the Great Recession. Phases 3 and 4 were completed in May and September 2012. Construction seized until 2017 when City Council approved the subdivision improvement agreement and final map for Monte Bella Phase 5A (Resolution No. 21146). Phase 5A was completed and accepted by Council on June 4, 2019. Subsequently, Phase 5B was completed and accepted by Council on December 7, 2021.
On October 8, 2019, City Council approved Resolution No. 21721 authorizing the mayor to sign the subdivision improvement agreement with KB Home on behalf of the City and approving the final map for Monte Bella Subdivision Phase 6, and accepting the easements offered for dedication. The subdivision includes 78 residential lots on 22.34 acres of land, located north of Sconberg Parkway between Monte Bella Boulevard and Freedom Parkway.
Construction for the subdivision required public improvements which commenced on October 2019. These improvements included included:
Installation of public utilities, including water, sanitary sewer, storm drain, gas, electricity, cable, and telephone services accessible to each designated lot; Construction of bioretention planters and bioswales for stormwater mitigation in accordance with the City’s National Pollution Discharge Elimination System (NPDES) Permit; Installation of fire hydrants and mailboxes;
Placement of street trees, landscaping and irrigation;
Construction of curbs and gutters, sidewalks, ADA curb ramps, pavement, street signs, traffic signs, pavement markings and street lighting; Installation of street monumentation and survey monuments for legal lot lines.
All of the required public improvements above were satisfactorily completed on or before June 14, 2022. Construction of the public improvements for Phase 6 concludes the improvements identified and approved as part of the Monte Bella Vesting Tentative Map. Future developments to the south and east will be required to expand Sconberg Parkway and Freedom Parkway in accordance with the 2002 General Plan or future General Plan.
CEQA CONSIDERATION:
The project did not qualify for any exemptions to the categorical exemptions found in CEQA Guidelines Section 15300.2. On February 9, 1999 the project was determined to have significant effect on the environment and an Environmental Impact Report was prepared. Mitigation measures were prepared for this project pursuant to the provisions of CEQA and a Statement of Overriding Considerations was adopted. The findings were made pursuant to Section 21081 of the Public Resources Code.
This specific action does not require additional review under CEQA.
STRATEGIC PLAN INITIATIVE:
The acceptance of public improvements at Monte Bella Subdivision Phase 6 supports the City Goal of Economic Development, Housing and Affordable Housing and Infrastructure and Environmental Sustainability.
DEPARTMENTAL COORDINATION:
The Public Works Department worked with the Finance and Legal Departments to coordinate the Subdivision Improvement Agreement, and the Fire and Community Development Department to provide review of subdivision plans.
FISCAL AND SUSTAINABILITY IMPACT:
A majority of the infrastructure maintenance costs will be borne by the Monte Bella Maintenance District which was established in 2004.
