DATE: AUGUST 23, 2022
DEPARTMENT: PUBLIC WORKS, FLEET DIVISION
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANAGER
TITLE: PURCHASE OF ONE HUNTER ALIGNMENT RACK
RECOMMENDED MOTION:

Approve a resolution authorizing the direct purchase one Hunter Alignment System lift at a total cost of $88,250.25 with a 5% contingency for unforeseen installation issues.

RECOMMENDATION:

It is recommended that City Council approve the recommended motion so that the Fleet Maintenance Division can proceed with purchasing this much-needed alignment rack.

EXECUTIVE SUMMARY:

This report explains why staff chose the Hunter L451LT-IS with Aligner. The lift is needed to facilitate the continued fleet consolidation plan as well as improving maintenance functions.

BACKGROUND:

The Public Works Department continues to upgrade or add necessary tools to perform work that would previously be sent to an outside vendor. This lift can lift a majority of the fleet up to 18,000 lbs. This will include dual wheeled vehicles as well. We currently send out our alignments for various shops. For basic alignments we must drive across town with two personnel to drop off and two to pick up the vehicle. After it is completed. We still bring the vehicle back into the shop for a further inspection to ensure everything was torqued and to reconnect any radio equipment. For alignments where the subframe has been moved we struggle to find someone willing to put the time into realign. There’s also a safety component associated with taking our more visible patrol vehicles into the public.

We chose the Hunter Engineering because they have been around for over 70 years and many of the current staff are familiar with using their system. This current system only requires three trips around the vehicle versus eight to perform an alignment. This system is also capable of aligning the forward collision cameras found on many of today’s vehicles.

We received a quote $88,250.25 from Mohawk Lifts LLC using the California State Contract # PA 7-19-99-37-02. The pricing includes freight, installation and training. We are asking for a 5% contingency for any unforeseen installation issues. The lift is certified with ALI to comply with ANSI standards.

The cooperative purchases with other government agencies are exempt from the competitive bid process per Salinas Municipal Code Section 12-25 – Exceptions “cooperative purchasing with other governmental agencies”.

CEQA CONSIDERATION:
