RESOLUTION NO. (N.C.S.)
RESOLUTION AUTHORIZING THE DIRECT PURCHASE OF EQUIPMENT
FOR SWAT AND VSTF
WHEREAS, the Salinas Police Department’s Special Weapons and Tactics (SWAT) and Violence Suppression Task Force (VSTF) Teams have a need for five specialized weapons, specifically two Daniel Defense MK 18 rifles, two breaching shotguns, and one Heckler & Koch MP5K-N gun; and WHEREAS, the weapons being requested are defined as “Military Equipment” per Assembly Bill 481 (AB 481), thus require City Council approval prior to purchase; and WHEREAS, there are no local vendors available for this specialized police equipment and Royal Arms, Adamson Police Equipment, and John Doe Investigations have provided quotes; and WHEREAS, the City Council can approve this purchase pursuant to Salinas Municipal Code Section 12-27 (exception to low-bid based competition) in contracting for equipment, materials, supplies and services and pursuant to Salinas Municipal Code 12-28 (local purchasing preference).
NOW, THEREFORE, BE IT RESOLVED the Salinas City Council authorizes the direct purchase of two Daniel Defense MK 18 rifles from Adamson Police Equipment for a total cost of $2,939.80; the direct purchase of two Breaching Shotguns from Royal Arms for a total cost of $1,884.54 including sales tax; and the direct purchase of one Heckler & Koch MP5K-N Gun from John Doe Investigations for a total cost of $3,057.91 including sales tax.
