RESOLUTION NO. (N.C.S.)
A RESOLUTION APPROVING THE ESTABLISHMENT OF AN ON-CALL LIST FOR ADVANCED PLANNING AND CURRENT PLANNING SERVICES WHEREAS, the City is simultaneously undertaking several major long-range planning projects, including a comprehensive General Plan Update and Climate Action Plan, and experiencing significant current planning and development interest; and WHEREAS, the Community Development Department (CDD) is the primary department for these functions; and WHEREAS, due to limited staffing resources, additional professional planning services and expertise to augment or increase internal capacity is often needed; and WHEREAS, in seeking a way to streamline procurement for outside services CDD released a Request for Qualifications (RFQ) in June 2022 to establish an On-Call List (List) for Advanced Planning and Current Planning Services in two Focus Areas: Long-Range Planning (advanced) and Current Planning; and WHEREAS, the RFQ stated selection for the On-Call List would not be a guarantee of work from the City of Salinas nor a commitment to enter into an agreement; and WHEREAS, the City would use this List for a period of three (3) years to procure Focus Area services in accordance with the Code of Ordinances and any funding (grant) requirements; and WHEREAS, the City received fifteen (15) responses, and after review, staff deemed that fourteen (14) firms demonstrated qualifying experience in Focus Area 1 and that twelve (12) firms demonstrated qualifying experience in Focus Area 2; and WHEREAS, the action of establishing the On-Call List is not a project as defined by the California Environmental Quality Act (CEQA) Section 15061 (b) (3) as there is no possibility that the action may have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council establishes the On-Call List for Advanced Planning and Current Planning Services shown on Exhibit A to this Resolution, which is valid for a period of three (3) years from the date of this Resolution.
