3. DISCUSSION ITEMS

A. Salinas Plan – Healthcare Cost Containment (WF01)

Human Resources Director Marina Horta-Gallegos introduced the topic as part of the Salinas Plan, which includes 32 recommendations from the National Resource Network (NRN) intended to help the City address its structural budget deficit and housing crisis. Ms. Horta -Gallegos noted healthcare costs as one of the primary drivers of the general funds, with a budgeted impact of $12.8M for FY 22- 23. The City has minimal control over healthcare as plan availability, covered benefits, premiums, and co- payments are all determined by CalPERS. In July of 2022, the CalPERS board approved rates for calendar year 2023, with increases and additional changes across the various plans. Councilmember Anthony Rocha clarified that temporary employees are not eligible for City healthcare benefits. Prompted by Mayor Kimbley Craig, Ms. Horta -Gallegos stated that staff could propose a supplemental appropriation at mid-year for the increased costs, if necessary. Additionally, staff will need to work through the language of forthcoming MOUs as a result of CalPERS transitioning away from the Choice plan. Mayor Craig suggested that staff provide examples of coverage for the various plans if the item is presented to Council at a later date.
