RECOMMENDED MOTION:
A motion to approve a resolution:
Approving Plans and Specifications for the Citywide Sidewalk Repair Project, CIP No. 9720; and Authorizing issuance of an Invitation to Bidders, with bids to be opened on November 22, 2022 EXECUTIVE SUMMARY:
On Tuesday, March 17, 2020, the City of Salinas declared a local emergency in an effort to limit the impacts and exposure of the COVID-19 Pandemic. On March 11, 2021, President Biden signed the American Rescue Plan Act, which provided the City with $51,567,313 in COVID-19 relief funds. On September 14, 2021, City Council approved Resolution 22175 accepting American Rescue Plan Act (ARPA) funds.
On November 16, 2021, City Council approved Resolution 22250 appropriating the ARPA funds to the government services identified under the Salinas Recovery Plan. Of the $51,567,313 ARPA relief funds, Resolution 22250 allocated $6 million to sidewalk repairs under Public Infrastructure with a majority to be spent in the 93905 and 93906 zip codes due to having the highest number of COVID-19 cases.
The Citywide Sidewalk Repair Project, CIP No. 9720 is a multi-funded citywide sidewalk repair project which identifies street locations within the 93905 and 93906 zip codes to be paid for with ARPA funds as intended by Resolution 22250 and additional street locations outside of the 93905 and 93906 zip codes to be paid for with the existing CIP 9720 fund balance (approximately $1.12 million) for sidewalk repairs and American with Disabilities Act (ADA) improvements.
The locations for repairs were selected based on the City’s backlog of sidewalk repairs list, resident usage, and ADA mandates for accessibility. Staff recommends approving a resolution to approve the Plans and Specifications for the Citywide Sidewalk Repair Project, CIP No. 9720 and authorize the issuance of an Invitation to Bidders, with a Bid Opening Date of November 22, 2022.
BACKGROUND:
On Tuesday, March 17, 2020, the City of Salinas declared a local emergency in an effort to limit the impacts and exposure of the COVID-19 Pandemic. On March 11, 2021, President Biden signed the American Rescue Plan Act, which provides the City with $51,567,313 in COVID-19 relief funds. On September 14, 2021, City Council approved Resolution 22175 accepting all American Rescue Plan Act (ARPA) funds.
On November 16, 2021, City Council approved Resolution 22250 appropriating the ARPA funds to the government services identified under the Salinas Recovery Plan. City Council appropriated $12 million into Public Infrastructure which includes sidewalk repairs, street repair, and traffic safety. More specifically, $6 million of the $51,567,313 ARPA funds received were allocated to sidewalk repairs with a majority to be spent in 93905 and 93906 zip codes. Additionally, Staff identified the existing CIP 9720 fund balance had approximately $1.12 million dollars and determined these funds could be spent outside of the ARPA funded zip codes in an effort to package a broader Citywide Sidewalk Repair Project. Therefore, the Citywide Sidewalk Repair Project, CIP No. 9720 is a multi-funded citywide sidewalk repair project with the appropriated $6 million dollars of ARPA funds as intended by Resolution 22250 and additional locations outside of the 93905 and 93906 zip codes to be paid for with the existing CIP 9720 fund balance (approximately $1.12 million) for sidewalk repairs and American with Disabilities Act (ADA) improvements.
This project is a continuation of the City’s effort to repair and/or rehabilitate miscellaneous street-related work in areas that are deteriorated, damaged, in need of repair, and/or make improvements to meet current state or federal ADA requirements. The methodology utilized to select the sidewalk repair locations or ADA compliance improvements is based on the City’s backlog of sidewalk service requests/repairs list, resident usage, and ADA mandates for accessibility. The project scope of work includes but is not limited to: removal and replacement of damaged concrete sidewalk, curb and gutter, and driveway approaches; grinding of sidewalk offsets, installation of ADA-compliant pedestrian curb ramps, pruning of tree roots required for concrete repairs, removal of unstable street trees, and planting new street trees where existing conditions are appropriate.
The Plans and Specifications for the Citywide Sidewalk Repair Project, CIP 9720 are now complete and ready for bid advertisement with a bid opening date of November 22, 2022.
CEQA CONSIDERATION:
The City of Salinas has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301(c), Class I) because the majority of the work will be maintenance of concrete sidewalks, curb and gutters.
Furthermore, the project does not qualify for any of the exceptions to the categorical exemptions found at CEQA Guidelines Section 15300.2 as all exceptions do not relate to the project scope of work for this project.
STRATEGIC PLAN INITIATIVE:
This project addresses the City Council’s Goals of “Infrastructure and Environmental Sustainability” by investing in the sidewalk repair program.
DEPARTMENTAL COORDINATION:
The majority of the coordination is within the Public Works Department. The Divisions working together are the Engineering Division and Maintenance (Urban Forestry and Streets Divisions) for updates and coordination on the Sidewalk Repair request list, evaluation of tree roots, and tracking of the trees removed/replaced.
FISCAL AND SUSTAINABILITY IMPACT:
$6,000,000 of ARPA funds were allocated into CIP 3911.50.9720 with a majority of the funds to be spent in 93905 and 93906 zip codes.
