RESOLUTION NO. (N.C.S.)
CITYWIDE SIDEWALK REPAIR PROJECT, CIP NO. 9720
WHEREAS, On Tuesday, March 17, 2020, the City of Salinas declared a local emergency in an effort to limit the impacts and exposure of the COVID-19 Pandemic. On March 11, 2021, President Biden signed the American Rescue Plan Act, which provides the City with $51,567,313 in COVID-19 relief funds. On September 14, 2021, City Council approved Resolution 22175 accepting all American Rescue Plan Act (ARPA) funds; and WHEREAS, On November 16, 2021, City Council approved Resolution 22250 appropriating the ARPA funds to the government services identified under the Salinas Recovery Plan. Of the $51,567,313 ARPA relief funds, Resolution 22250 allocated $6 million to sidewalk repairs under Public Infrastructure, with a majority of the funds to be spent in 93905 and 93906 zip codes due to having the higher number of COVID-19 cases.; and WHEREAS, staff identified that CIP 5800.50.9720, Sidewalk & Drainage Repairs, has remaining fund balance of approximately $1.12 million and allocated the funds to be spent outside of the 93905 and 93906 zip codes; and WHEREAS, Therefore, the Citywide Sidewalk Repair Project, CIP No. 9720 is a multi-funded citywide sidewalk repair project with the appropriated $6 million dollars of ARPA funds as intended by resolution 22250 and additional locations outside of the 93905 and 93906 zip codes to be paid for with the existing CIP 9720 fund balance (approximately $1.12 million) for sidewalk repairs and American with Disabilities Act (ADA) improvements; and WHEREAS, staff recommends that City Council approve a Resolution approving Plans and Specifications for the Citywide Sidewalk Repair Project, CIP 9720, and authorizing issuance of the Invitation to Bidders.; and WHEREAS, the City Engineer is authorized to extend, revise, or set the bid opening date through an addendum as necessary to meet the required bidding schedule; and WHEREAS, scanned copies of the Bid Proposals (“Bids”) for the above-mentioned work shall be submitted electronically via the PlanetBids website, until 2:00 PM, Pacific Standard Time on the 22nd day of November, 2022 at which time or thereafter said bids will be electronically opened, examined and read aloud via Zoom by City Clerk or his/her designee, who shall thereupon report the results of the bidding to the Council of Salinas at a regular meeting of said Council after opening of the bids; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications for the Citywide Sidewalk Repair Project, CIP 9720 are hereby approved; and BE IT FURTHER RESOLVED that the City Clerk is hereby directed to publish notice to bidders inviting sealed proposals for said work for one time in a newspaper of general circulation as required under the law, which notice shall set forth the time and place, when and where bids shall be received, opened and read, and shall further refer to the aforesaid plans and specifications on file in the office of said City Clerk for the contents thereof. It is not required that any other matters be set forth in said published notice to bidders. No other notice shall be required.
