A RESOLUTION OF THE CITY OF SALINAS CITY COUNCIL AUTHORIZING THE SUBMISSION OF A 2021 APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PERMANENT LOCAL HOUISNG ALLOCATION PROGRAM AND 5-YEAR PLAN AMENDMENT WHEREAS, the HCD is authorized to provide up to $335 million under the SB 2 Permanent Local Housing Allocation Program Formula Component from the Building Homes and Jobs Trust Fund for assistance to Cities and Counties (as described in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of 2017 (SB 2)); and WHEREAS, the City of Salinas (City) is an eligible local government that can apply for the PLHA Program to administer one or more eligible activities; and WHEREAS, HCD may approve funding allocations for PLHA Program, subject to the terms and conditions of the Guidelines, NOFA, Program requirements, the Standard Agreement and other contracts between HCD and PLHA grant recipients; and WHEREAS, the City has previously submitted 2019 and 2020 applications for funding as well as a required 5-Year Plan to advance affordable housing development, facilitate ADU production, establish a Local Housing Trust Fund, and expand homeless services; and WHEREAS, the City intends to submit an annual PLHA application to request its third year 2021 allocation in the amount of $1,722,182 to the HCD; and WHEREAS, the City intends to amend its 5-Year Plan to reallocate allocated percentages of funds among selected eligible actives for years two (2020) and three (2021); and WHEREAS, HCD requires a 10-day comment period for the amendment and the City published a notice on October 8, 2022 in the Californian newspaper with a public comment period ending on October 18, 2022; and WHEREAS, The City’s Housing and Land Use Committee received a presentation and reviewed this item on October 11, 2022.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City to submit its third-year application for 2021 PLHA funds to HCD; and BE IT FURTHER RESOLVED that the City Council hereby authorizes City to submit the City’s Amended 5-Year Plan to HCD for review and approval and it represents and certifies that it will use all such funds in a manner consistent and in compliance with all applicable state and federal statutes, rules, regulations, and laws, including without limitation all rules and laws regarding the PLHA Program, as well as any and all contracts the City may have with HCD as outlined in the State Resolution; and BE IT FURTHER RESOVLED that the City Council hereby authorizes the appropriation of 2021 PLHA funds to General Ledger account fund SB2 (2951); and BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager or designee to execute all applicable agreements.
