BACKGROUND:
The City of Salinas owns and operates a municipal sanitary sewer collection system for the residents and businesses within its service area. The City periodically conducts studies to plan for current and future sanitary sewage collection needs.
On February 16, 2021, the City authorized an agreement with Wallace Group to perform he Sanitary Sewer Master Plan (SSMP) update (Resolution No. 22051). Wallace Group’s total compensation for the associated services in the agreement is $588,249.
Over the course of conducting the SSMP study, certain tasks have been required that were not in the original scope of work. These include additional analysis of three areas outside the current city limits which required expanding the coverage of the sewer model and an increased number of flow monitoring locations. Preparation of the operation and maintenance related mapping and capital improvements. In addition, an increased level of effort to evaluate the City’s eleven (11) lift stations, significantly more than anticipated during the scope development and budgeting process, was required. The additional scope represents a net increase of $45,000 to the original agreement.
In addition, the original agreement approved by Council has expired and requires revision to the terms to extend the completion date by an additional year.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The proposed project and agreement meet the City Council’s Strategic Plan Initiatives of Infrastructure and Environmental Sustainability and Effective and Culturally Responsive Government.
DEPARTMENTAL COORDINATION:

WWE has coordinated the overall execution of the SSMP, with GIS supporting database update and the Wastewater Division providing valuable input to the SSMP from an operations perspective and Development which will be involved the with the impact fee nexus study.
FISCAL AND SUSTAINABILITY IMPACT:
The total increased cost for the additional scope of work in the corresponding Amended and Restated Professional Services Agreement is $45,000.
A total of $588,249 have been appropriated to CIP 9008, Sanitary Sewer Master Plan. The Amended and Restated Professional Services Agreement will require a transfer of an additional $45,000 from CIP 9032 account 5800.50.9302-66.4000 (Improvements) to CIP 9008 (5800.50.9008-63.5400, Engineering Services). Savings in account 5800.50.9302-66.4000 (Improvements) of CIP 9302 are sufficient to allow for the transfer to CIP 9008 (5800.50.9008-63.5400, Engineering Services) for this Amended and Restated Professional Services Agreement.
