TITLE: AMENDED AND RESTATED AGREEMENT BETWEEN THE CITY OF SALINAS AND DUDEK FOR THE PREPARATION OF AN URBAN FORESTRY MANAGEMENT RECOMMENDED MOTION:

A motion to approve a Resolution for an Amended and Restated Agreement in the amount of $142,800 between the City of Salinas and Dudek for the preparation of an Urban Forest Master Plan.

RECOMMENDATION:

It is recommended that the City Council approve a resolution approving an Amended and Restated Agreement in the amount of $142,800 between the City of Salinas and Dudek for the preparation of an Urban Forest Master Plan, Project No. 9043.

BACKGROUND:

In December 2020 Council authorized a Resolution as required by the Cal Fire Forestry Grant to receive just over $250,000 in State funds for the Urban Forestry program. Specifically, these funds will be used for preparation of an Urban Forest Management Plan (UFMP) and planting of 300 trees on City properties (Resolution No. 22024).

In October 2021 Council approved a Professional Services Agreement between the City of Salinas and Dudek for the preparation of an Urban Forest Master Plan and to formally accept the grant funds from the Urban and Community Forestry Grant Program of the California Department of Forestry and Fire Protection (Resolution No. 22234).

However, the original agreement approved by Council has expired and requires revision to the terms to extend the completion date and by an additional year.

CEQA CONSIDERATION:

Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The proposed project and agreement meet the City Council’s Strategic Plan Initiatives of Infrastructure and Environmental Sustainability. The Urban Forest Master Plan is an important step towards investing in and maintaining the City’s green infrastructure which contributes to a vibrant City while generating community pride and improving climate resiliency.

DEPARTMENTAL COORDINATION:

This project will rely on coordination between Finance, and the Forestry and Water, Waste and Energy (WWE) divisions in Public Works. WWE will coordinate the overall execution of the UFMP, with the Forestry Division providing valuable input to the master plan from an operations perspective. In addition, coordination with Finance for project billing and reporting will be required.

FISCAL AND SUSTAINABILITY IMPACT:

No additional City funds are required for this action. The total estimated annual cost for the scope of work contained in the Agreement is $142,800. A total of $156,750 have been previously allocated in 5800.50.9043-63.5010 (Professional Services). The awarded grant budget also allows up to a total of $156,750 that may be spent on the preparation of the UFMP.
