RESOLUTION NO. _______ (N.C.S.)
A RESOLUTION OF THE SALINAS CITY COUNCIL ACCEPTING THE MAIN STREET STREETSCAPE PROJECT, CIP NO. 9230, FOR MAINTENANCE AND RESPONSIBILITY WHEREAS, the Salinas City Council adopted the Downtown Vibrancy Plan in 2015 and approved the Main Street Master Plan in October 2017; and WHEREAS, on December 5, 2017, the City Council pursuant to Resolution No. 21313 approved the agreement for engineering design services from Kimley-Horn and Associates; and WHEREAS, on April 16, 2019, the City Council pursuant to Resolution No. 21596 approved the agreement for construction management services from Harris and Associates; and WHEREAS, on October 22, 2019, the City Council pursuant to Resolution No. 21725 approved the plans and specifications for the Main Street Streetscape Project, CIP No. 9230; and WHEREAS, the City of Salinas determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15302 (C), Class 2) because the project replaced and reconstructed existing roadway, sidewalks, gutters, utilities, and other existing facilities at the same site location with substantially the same purpose and capacity; and WHEREAS, the project does not qualify for any of the exceptions to the categorical exemptions found at CEQA Guidelines Section 15300.2; and WHEREAS, on January 21, 2020, the City Council pursuant to Resolution No. 21779 awarded the construction contract to Monterey Peninsula Engineering in the amount of $7,896,492; and WHEREAS, the City of Salinas and Salinas Rotary: The Downtown Club committed to equally funding the Salinas Rotary Arch which was included in the Main Street Streetscape Project plans; and WHEREAS, on January 21, 2020, the City Council pursuant to Resolution No. 21779 approved the allocation of $262,200 from the General Fund to CIP 9230 as matching funds with the Salinas Rotary for the Salinas Rotary Arch; and WHEREAS, the Notice to Proceed was issued to the Contractor on April 3, 2020, and construction commenced on April 7, 2020; and WHEREAS, the project was substantially completed on May 18, 2022, and the work has been inspected to meet the requirements of the project plans and specifications; and WHEREAS, the total construction cost including Change Orders No. 1 through 11 is $8,057,739.31, within the allocated budget; NOW, THEREFORE, BE IT RESOLVED, that the Salinas City Council accepts the Main Street Streetscape Project, CIP No. 9230, for maintenance and responsibility.
