MEMORANDUM
DATE October 21, 2022
TO Lisa Brinton and Jonathan Moore
City of Salinas, Community Development Department
FROM Charlie Knox and Alexis Mena
SUBJECT Scope Refinement – General Plan Support
This memo outlines the scope of work for PlaceWorks’ contract amendment to assist City staff in preparing the General Plan Update.

Scope of Work
The tasks below would be new subtasks under Task 1.5, General Plan Staff Assistance, of our existing scope of work.

MEETINGS AND COMMUNICATION WITH CITY STAFF
PlaceWorks staff will participate in bi‐weekly phone calls/virtual meetings with City staff.

EXISTING CONDITIONS REPORT
Using the template already prepared by City staff, PlaceWorks will prepare a graphically rich Existing Conditions Report for the General Plan Update (draft in Microsoft Word). To streamline this effort, PlaceWorks will utilize relevant mapping and text already prepared for the General Plan Update and General Plan Update Environmental Impact Report. PlaceWorks will augment these existing materials with new graphics and text, as necessary to adequately convey key information.

PlaceWorks will respond to one round of internally reconciled City comments to prepare the final Existing Conditions Report.

This task does not include Spanish translation of the Existing Conditions Report, which PlaceWorks can provide, if desired, subject to a contract amendment.

Deliverables:

Draft Existing Conditions Report
Final Existing Conditions Report

GENERAL PLAN POLICY MATRIX AND OUTLINE
PlaceWorks will prepare an Excel matrix containing all current General Plan goals, policies, and implementation actions (as well related policies and actions from the Alisal Vision, Chinatown, Vision Zero and other City strategic plans) that compiles and builds from existing matrices already prepared by City staff. The matrix will be used for the gap analysis and policy scan to be completed under Subtask D, Policy Scan, below.

Based on input received from City staff regarding desired document organization and structure, PlaceWorks will prepare a Word template and outline to be used for the General Plan elements (“pillars”).

Deliverables:

Policy Matrix
Pillar Outline/Template

POLICY SCAN
PlaceWorks will perform a gap analysis and policy scan of the City’s existing goals, policies, and actions to identify areas to be addressed by the General Plan Update. These gaps will reflect, but will not be limited to:
» Recommendations based on best practices
» Updates needed to address State legislation
» Policy changes needed to avoid potential environmental impacts under the California Environmental Quality Act » Recommendations to balance disproportionate amounts of policies and/or implementation actions » Feedback received by City staff and stakeholders (based on input received via City staff and provided to PlaceWorks) Deliverables:

Policy Scan Matrix for Each General Plan Pillar

IMPLEMENTATION PROGRAM
PlaceWorks will draft the implementation program for the General Plan Update. The implementation program will identify the responsible party(ies) and timeframes for implementing the actions of the General Plan Update. The program will be a separate tabular document from the General Plan Update itself, to allow City staff to revise and update the implementation program over time without the need to initiate General Plan amendments.

Deliverables:

Draft Implementation Program
Final Implementation Program
Cost
Table 1 provides an hourly breakdown of the tasks in this proposal. As shown in Table 1, the total cost to prepare these tasks is $156,171.
