*Description of how the equipment,
products, or services would benefit
the department and/or the
community it serves
The ultimate goal of any emergency service delivery system is to provide sufficient resources (personnel, apparatus, and equipment) to the scene of an emergency in time to take effective action to minimize the impacts of the emergency. Salinas Fire has identified the need for a Skydio drone to be used in fires, medical emergencies, and other emergency situations to which Salinas fire responds. So far this year, the Salinas Fire Department has responded to approximately 12,000 incidents that include various types of fires, medical emergencies, and hazardous material related.
The Salinas Valley is well-known for being an agricultural economic engine, home to major farms and processing facilities. In April of this year, Salinas Fire successfully managed to contain the Abbot Fire, a structural fire in one of Salinas' largest agricultural processing facilities. The processing facility housed 35,000 ammonia that threatened 37, 000 residents and 548 structures, for its potential to explode. The fire tied up all of Salinas Fire's human and capital resources as well as required mutual aid from surrounding fire agencies. In hazardous material fires, time is of the essence, and using any tools that accelerate response time is crucial, not only to ensure the safety of firefighters but also of the surrounding community. Having the Skydio drone immediately available to deploy, would have provided the Hazmat team with the ability to assess the intensity of the fire and its proximity to the ammonia tanks, from a safe distance. Having footage of the situation early on would have decreased response time, minimizing the impact on resources and, therefore, cost.
The Salinas Fire Department intends to use the drone to conduct surveys of canals and waterways during fire and floods, to not only ensure the safety of fire personnel before responding but prioritize search and rescue efforts. In Salinas' most recent hazard mitigation study, Salinas was categorized as high risk for floods due to its geographic location. Also, in Salinas, just as in the entire state of California, homelessness is one of the most challenging issues.
In June of 2022, Salinas Fire tended to a man-made fire burning near Carr Lake; a mixed terrain area composed of waterways, agricultural fields, buildings, and a dry lakebed. Oftentimes, canals, waterways, and freeway underpasses are common areas for homeless encampments. Carr Lake is home to many homeless encampments; therefore, the priority of our firefighters was to protect life. The Skydio drone would have ensured a rapid assessment of the area and prioritized search and rescue efforts or reallocated resources to combat the rapidly burning fire. 9/9/22, 3:10 PM California Water Service
https://www.cybergrants.com/pls/cybergrants/ao_application.submit_app 4/5 The Skydio drone would enhance the operations of the entire Fire Department. Another planned use for the Skydio drone would be to aid the Fire Prevention team during enforcement operations to identify illegal fireworks during the 4th of July celebrations and target threat areas. Many illegal fireworks deployed in the city are deployed from residential backyards.
Most aerial fireworks are launched one at a time and not in strings of multiple projectiles, making it extremely difficult to determine their launching point.
Additionally, many of the individuals deploying illegal fireworks, deploy sporadically, with one or two aerials launching from an apparent same location over a short period of time. The multiple people in the same area launching aerials threatened the well-being and safety of other Salinas residents. Having a Skydio drone would be of great asset to embed in the enforcement team, the drone pilot would be able to identify and vector the enforcement units to the correct location. Additionally, captured video evidence from the drone would be extremely useful in ensuring the accurate issuance of citations.
