DEPARTMENT: PUBLIC WORKS, FLEET MAINTENANCE DIVISION
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANANGER
TITLE: DIRECT PURCHASE OF ONE 2023 TOYOTA RAV4 HYBRID
RECOMMENDED MOTION:
It is recommended that City Council approve a resolution authorizing the direct purchase of one Toyota RAV4 hybrid.
RECOMMENDATION:
It is recommended that City Council approve a resolution authorizing the direct purchase of one 2023 Toyota Hybrid RAV4 at a total cost of $42,583.90.
BACKGROUND:
Permit Services Department is requesting this new vehicle due to an increase in their Inspector staffing. The department requested a RAV4. This request aligns with fleets objectives to right size the fleet, purchasing vehicles that are Hybrid or full EV when possible and practical, and fleet consistency.
There currently is no open order bank for the Toyota RAV4 making purchasing from the state contract or Sourcewell not feasible. Furthermore, there is no known date for the bank to open. Our only option is to purchase from the open market. Salinas Toyota quoted the RAV4 at $42,583.90 tax included. Salinas Toyota has one vehicle in production and has an expected delivery of middle December. Salinas Toyota is a local business.
The city can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. The quote from Salinas Toyota satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The requested Council action directly relates to Council’s Strategic Plans or Goals of providing “Operational Efficiencies”. The purchase of the vehicle allows the Permit Services Divisions to continue to expand its operations.
DEPARTMENTAL COORDINATION:
Fleet Maintenance, in coordination with Permit Services determined that the Rav4 meets the needs of both departments. The Finance Department will coordinate the purchase and title change.
FISCAL AND SUSTAINABILITY IMPACT:
Funds are appropriated and available in (6900.30.335-66.5500).
