DATE: DECEMBER 13, 2022
DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS, DIRECTOR
BY: ADAM SPAULDING, ENVIRONMENTAL RESOURCE PLANNER
TITLE: AUTHORIZING SUBMITTAL OF APPLICATIONS TO CALRECYCLE FOR GRANTS AND PAYMENT PROGRAMS RECOMMENDED MOTION:

A motion to approve a Resolution:

Authorizing the submittal of applications on behalf of the City to secure CalRecycle grant funding and payment programs for which the City is eligible; and Approving the City Manager, or their designee, as the Signature Authority to execute all documents necessary to implement and secure funding.

EXECUTIVE SUMMARY:

CalRecycle grant applications and payment programs require submission of a Council approved Resolution for grant submission on behalf of the City. This Resolution is needed as the City looks to secure more and needed funding to support existing and future programs.

BACKGROUND:

The City has the opportunity to apply for supplemental funding (grants) through the Department of Resource Recycling and Recovery (CalRecycle). To date, state sponsored external funding has been focused on best utilizing payment programs through CalRecycle. However, additional and more substantial grants are available and can be of great benefit to the City. In order to apply for these opportunities, including competitive grants through CalRecycle, a Council Resolution, approving submissions on behalf of the City, is needed. This Resolution will fulfill the stated requirement and allow the City to apply for additional grant funding and payment programs when eligible.

A similar Resolution has previously been passed by Council but was limited to payment programs and does not include grant applications.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project.  Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.  Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

STRATEGIC PLAN INITIATIVE:

This action supports the Council’s goal of promoting “Infrastructure and Environmental Sustainability” by seeking funding which allows for recycling of its resources.

DEPARTMENTAL COORDINATION:

Grant application and submittal are the responsibility of the Water Waste and Energy Division in the Public Works Department, in coordination with Executive Staff, Finance and Legal Departments.

FISCAL AND SUSTAINABILITY IMPACT:

While grant opportunities and payment programs vary in their level of financial impact, amounts received may potentially serve to offset spending of general funds. Grant funds and payment programs would allow creation of any new programs, or benefit spending the City would otherwise be responsible for to comply with current or future legislation or carry out other City identified initiatives. Grants, if awarded represent a funding stream that has, and will continue to help the City achieve its current and future goals.

Additionally, any grant award or payment program secured that exceeds $100,000 will be presented to the City Council pursuant to the Long-Term Fiscal and Sustainability Impact policy adopted January 8, 2019.
