DEPARTMENT: PUBLIC WORKS, AIRPORT DIVISION
BY: DAVID JACOBS, PUBLIC WORKS DIRECTOR
FROM: BRETT J. GODOWN, C.M., C.A.E., AIRPORT MANAGER
TITLE: ACCEPTANCE OF FEDERAL AVIATION ADMINISTRATION AND CALTRANS DIVISION OF AERONAUTICS GRANT FUNDING FOR THE SALINAS MUNICIPAL AIRPORT TAXIWAY BRAVO AND TAXILANE REHABILITATION (DESIGN ONLY) RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the application and acceptance of grant funding from the Federal Aviation Administration and Caltrans Division of Aeronautics for the Salinas Municipal Airport Taxiway Bravo and Taxilane Rehabilitation (Design Only) RECOMMENDATION:

It is recommended that the City Council approve a Resolution authorizing the application and acceptance of grant funding from the Federal Aviation Administration (FAA) and Caltrans Division of Aeronautics (Caltrans: California Department of Transportation), for the Salinas Municipal Airport Taxiway Bravo and Taxilane Rehabilitation (Design Only). The Resolution includes the following actions:

Approve submittal of the preliminary and final grant applications for the FAA Airport Improvement Program Number 3-06-0206-36 (AIP 36) and Caltrans; Approve and accept grant offer being received from the FAA and Caltrans, including amendments and change orders, consistent with Constitutional and Local Law requirements; and Authorize and empower the City Manager and or Designee to execute on behalf of the City of Salinas all required documentation with respect to the application for and the acceptance of FAA and Caltrans grant funding for the Salinas Municipal Taxiway Bravo and Taxilane Rehabilitation (Design Only), for FAA Airport Improvement Program No. 3-06-0206-36 (AIP 36) upon prior approval as to form by the City Attorney.

EXECUTIVE SUMMARY:

This report requests Salinas City Council’s approval to apply for and accept grant funding from the Federal Aviation Administration and Caltrans Division of Aeronautics for pavement rehabilitation (design work only) for Taxiway Bravo and various taxilanes on the south side of the airport. The project was included in the most recent City Council approve Airport Capital Improvement Program (ACIP) to the FAA. The future work is Categorically Exempt (CATEX) from CEQA and NEPA because the project proposes the rehabilitation of an existing public facility that will not expand beyond the existing limits. Funding for the project will be a combination of a Federal Grant (90%), a Caltrans Division of Aeronautics Grant (5%), and a local match (5%).

BACKGROUND:

The work and project are fundamentally a pavement rehabilitation project to remediate and maintain taxiway and taxilane pavement on the south side of the airport. The areas are specifically Taxiway Bravo (“B”), and the taxilanes between City owned hangars – K, L, Q, O, R, S, and T. The project scope includes crack seal, slurry seal, full-depth reconstruction, milling, filling, and the re-marking of taxiways and taxilanes.

The pavement strength of airfield pavement is critical in maintaining safe aeronautical operations. Per the 2017 Airport Pavement Management System (APMS) report the pavement condition index (PCI) provided that the existing Taxiway B and taxilanes along the south side of the airfield would require pavement repairs come 2022. The PCI for Taxiway B is expected to be 86 for 2022 but is expected to be lower with an updated PCI evaluation come early 2023 once the APMS has been complete. This proposed project area for Taxiway B covers approximately 212,000 square feet in which this rehabilitation would entail crack seal and slurry coat to strengthen and repair any distresses.

For the adjacent taxilanes to Taxiway B, the pavement conditions PCI ranged 49 (poor) to 70 (fair) for the taxilanes in 2022. These conditions are expected to be lower with an updated PCI evaluation come early 2023 once the APMS has been complete. The report recommends asphalt intermediate repairs, which entail 75% mill and overlay with 25% asphalt concrete rehabilitation. The total taxilane pavement area anticipated to be rehabilitated is approximately 402,000 square feet.

The work will be completed under contract with the Airport’s current firm on retainer, Kimley-Horn and Associates, Inc.

Following the FAA’s acceptance of the initial grant application, City Staff will finalize contract negotiations with an Airport Master Planning Consultant. Following the final negotiations, Staff will prepare a revised grant application based on the negotiations and submit the revised application to the FAA. Acceptance of the grant based on negotiations will require signatures from the City Manager and the City Attorney’s office.

At the December 6, 2022, Salinas City Council meeting, Council approved the transmittal of the 2023-2028 Airport Capital Improvement Program (ACIP) to the FAA. The Taxiway Bravo and Taxilane Rehabilitation (Design Only) projects were identified in the ACIP as the fiscal year 2023 project and funding request.

At the December 8, 2022, Airport Commission meeting, the Airport Commission recommended City Council approve the submittal of the preliminary FAA Grant application (AIP36) and that the City Manager be authorized to execute on behalf of the City of Salinas all required documentation with respect to the application for and the acceptance of FAA and Caltrans grant funding, including change orders for the Salinas Municipal Airport Master Taxiway Bravo and Taxilane Rehabilitation (Design Only).

CEQA/NEPA CONSIDERATION:

CEQA:

The City of Salinas has determined that the project is exempt (Categorical Exemption – CATEX) from the California Environmental Quality Act (CEQA) Guidelines (Section 15300, Class 1) because the project proposes the rehabilitation of an existing public facility (airport taxiway and taxilane) that will not expand beyond the existing limits. This project will ensure the airport remains a safe operating facility as mandated by the FAA.

NEPA:

Because the City is accepting federal funds for this plan, the work is subject to National Environmental Policy Act (NEPA). The FAA has determined that a Pavement Management System Update is exempt (Categorical Exemption – CATEX) pursuant to FAA Order 1050.1E paragraph 307o because issuance of a planning grant which does not imply a project commitment, such as airport planning grants qualifies for a categorical exclusion. This plan will ensure the airport remains a safe operating facility as mandated by the FAA.

STRATEGIC PLAN INITIATIVE:

The plan complements the City Council’s Goal for Infrastructure and Environmental Sustainability.

FISCAL AND SUSTAINABILITY IMPACT:

There will be no impact on the City’s General Fund. Funding to complete this work will come from the FAA, Caltrans, and the Airport Enterprise Fund. Approximately $337,500.00 is being requested from the FAA to fund this project. Federal grants under this program require a 10% match ($37,500.00) from the City of Salinas. In the event a Caltrans Division of Aeronautics Grant Match is available, the match requirements could change to $20,625.00 for the City and $16,875.00 for the State. The estimated project costs are based on estimates provided by Kimley-Horn and Associates and will change based on final negotiations with an Airport Master Planning Consultant.

The estimated revenues and appropriations will be included in the FY 2023-24 Operating and Capital budgets. The following table reflects the funding sources for the appropriations and match requirements:
