TITLE: AXON FLEET CAMERA SYSTEMS AND AXON INVESTIGATE SOFTWARE RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the direct purchase and payment of annual service fees to support 24 additional Axon Fleet Camera Systems and Axon Investigate software for a five-year period, with total costs not to exceed $211,653.85.

RECOMMENDATION:

Staff recommends that City Council approve a Resolution authorizing the direct purchase and payment of annual service fees to support 24 additional Axon Fleet Cameras Systems and Axon Investigate software for a five-year period, with total costs not to exceed $211,653.85.

EXECUTIVE SUMMARY:

The Police Department relies upon Axon Tasers, Camera Systems, and related software. Camera systems (Body Worn, In-Vehicle and Interview Rooms) are used to record, maintain, and access video documentation of various Police Service interactions. The Police Department has contracted with Axon for services since 2015 and installed Axon Fleet (In-Vehicle) Camera Systems in all Patrol vehicles since 2018. We are requesting approval for the direct purchase and payment of annual service fees to support 24 additional Axon Fleet Camera Systems and Axon Investigate software for a five-year period, with total costs not to exceed $211,653.85.

BACKGROUND:

The Police Department relies upon Axon Tasers, Camera Systems, and related software on a daily basis. Camera systems (Body Worn, In-Vehicle and Interview Rooms) ae used to record, maintain, and access video documentation of various Police Department interactions. The Police Department has contracted with Axon for services since 2015 and maintains services under a Master Services and Purchasing Agreement approved by City Council on 9/14/2021 via Resolution 22190. Since 2018, Axon Fleet (In-Vehicle) Camera systems have been installed in all Patrol Vehicles. As the Police Department replaces vehicles, we are ensuring consistency in equipment by installing Axon Fleet Camera Systems. We are now requesting the authorization to purchase and pay for annual service fees to support 24 Axon Fleet Camera Systems for vehicles purchased during last fiscal year and the current fiscal year. We are also requesting approval for the implementation of the Axon Investigate software.

On December 7, 2021, City Council approved the purchase of 14 Patrol Vehicles which have now been delivered and are having necessary emergency equipment installed. Approval of the current request will support the deployment of Axon Fleet Camera Systems for these 14 vehicles as of April 1, 2022. On August 9, 2022, City Council approved Citywide vehicle purchases for FY 2023 which included 10 Patrol vehicles. Approval of this current request will support the deployment of Axon Fleet Camera Systems for these 10 vehicles as of October 1, 2022. By contracting for future Axon Fleet Camera System deployments now, we can lock in current pricing.

In addition to the Axon Fleet Camera Systems, we are requesting approval for payment of annual service fees to support implementation of the Axon Investigate software. This software allows the Police Department to seamlessly access and analyze video from a wide variety of sources without having to maintain separate video player systems or software. This software allows the Police Department to perform investigative analysis of videos, and we can perform tasks such as analyze and enhance videos, determine if video sources are original or modified, stitch together videos to create timelines and side-by-side comparisons, and search and place markers in videos. Access to this software allows the Police Department to be more efficient in the processing of video evidence and supports analytical processes which will enhance investigations and aid in prosecutions. The implementation of the Axon Investigate software includes training for Officers who will be using this software.

The Police Department was originally looking to only expand the Axon Fleet Camera Systems but became aware of the capabilities of the Axon Investigate software and were interested in completing a trial. In negotiations with Axon, they agreed to provide the Axon Investigate software at essentially no cost. While the attached quote does include line-items costs related to both the Axon Fleet Camera Systems and the Axon Investigate software, the total cost is essentially unchanged from the earlier quote for just the Axon Fleet Cameras Systems. Axon explained that they discounted the Axon Fleet Cameras Systems, while maintaining costs in the Axon Investigate line items, to ensure the separate sales representatives received appropriate commissions. We have verified the figures to ensure there was no additional cost when adding the Axon Investigate software.

During the FY 2020-21 Budget process, the Police Service expanded CIP 9032 to encompass all Axon Systems. Maintaining a single CIP provides increased transparency and allows the Department to better monitor and budget for these critical purchases and services. The Department will require additional purchases in future and as this happens, the Department will take each new purchase to City Council for approval and align contract end dates to simplify renewals.

Axon Enterprise, Inc. is the primary Taser and Camera Systems vendor for law enforcement agencies, and is the system used by the Department since 2015. While other vendors provide the individual components, Axon provides an integrated system with Evidence.com which streamlines retention and access among our law enforcement partners. There is no local vendor to provide this specialized equipment and services as purchases and services are directly from Axon Enterprises.

Based upon these facts, the Department wishes to move forward with a new 5-year contract with Axon Enterprises, Inc. with total costs not to exceed $211,653.85. The detailed quote is included with this Agenda packet. City council has the authority to approve this direct purchase under Salinas Municipal code Section12-27 and without application of the local purchasing preference pursuant to Salinas Municipal Code Section 12-28.080.

POLICE COMMUNITY ADVISORY COMMITTEE:

The Police Chief will present this request for direct purchase and payment of annual service fees to the Police Community Advisory Committee on November 30, 2022. The Committee will have an opportunity to ask questions and provide comments related to this requested action.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

Approving the proposed resolution will support the City Council’s Strategic Plan Goals of Operational Efficiency and Public Safety by maintaining effective and efficient Camera Systems and associated software to support the Police Department.

DEPARTMENTAL COORDINATION:

The Police Department will coordinate with the Finance Department during all purchasing and payment processes.

FISCAL AND SUSTAINABILITY IMPACT:

Funds for the current year’s costs are available in CIP 5800.40.9032 for Tasers and Camera Systems. Future years are funded through the annual budget process.
