A RESOLUTION OF THE SALINAS CITY COUNCIL
ACCEPTING ADDITIONAL CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT EMERGENCY SOLUTIONS GRANTS CORONAVIRUS PROGRAM FUNDS WHEREAS, the City of Salinas currently serves as the Administrative Entity (AE) for the local CA-506 Salinas/Monterey/San Benito Continuum of Care (CoC) Emergency Solution Grant (ESG) – Coronavirus (CV) program; and WHEREAS, the City was awarded $857,100 of the State of California Department of Housing and Community Development (HCD) ESG-CV funds on October 27, 2020; and WHEREAS, the City was awarded an additional $3,125,000 of HCD ESG-CV Round 2 funds on February 19, 2021, for a total amount of $4,072,100 of HCD ESG-CV program funds with an expenditure deadline of September 30, 2022; and WHEREAS, HCD recently notified the City of an additional $3.8 million dollars in CoC ESG-CV program funds available statewide to support or continue additional Rapid Rehousing (RRH) services and activities; and WHEREAS, HCD contacted qualifying jurisdictions having expended the required fifty percent (50%) minimum threshold of currently allocated CoC ESG-CV funds to determine interest in accepting additional RRH funding; and WHEREAS, on November 3, 2022, following the issuance of an expenditure deadline extension to September 30, 2023, HCD advised the City that it was identified as one of few jurisdictions identified to receive an additional $150,000 in CoC ESG-CV funding specific to the provision of RRH activities and supports; and WHEREAS, City staff have coordinated with current CoC ESG-CV RRH service providers to gauge their interest and ability to expend additional funds, confirmed interest from two providers, and have recommended an equitable split of the additional funds; and WHEREA, the CoC CA-506 Leadership Council serves as the final approving body for all HCD CoC ESG related funding; and WHEREAS, the City hereby agrees to use HCD ESG-CV funds for eligible RRH activities as approved by the CoC CA-506 Leadership Council and HCD in accordance with all grant program requirements, and other rules and laws, as well as in a manner consistent and in compliance with the Standard Agreement and any other contracts between the City and HCD; and NOW, THEREFORE, BE IT RESOLVED, the City Council authorizes the acceptance of $150,000 of additional HCD CoC ESG-CV RRH funds resulting in a total HCD CoC ESG-CV grant allocation not to exceed $4,372,100; and NOW, THEREFORE, BE IT RESOLVED, the City Council authorizes the acceptance increase of $150,000 to the ESG-CV HCD fund appropriation and corresponding revenue budget; and NOW, BE IT FURTHER RESOLVED, the City Council authorizes the City Manager or designee, on behalf of and for the City of Salinas and CoC CA-506 Leadership Council, to execute all agreements or documents necessary to receive and allocate additional HCD CoC ESG-CV RRH funds.
NOW, THEREFORE, BE IT RESOLVED, that the City Manager or his designee, is hereby authorized and directed, for and on behalf of the City, to accept the HCD ESG-CV RRH allocation, execute the Standard Agreement contract Amendment and any subsequent amendments or modifications thereto, as well as any other documents which are related to the HCD ESG-CV grant program, as HCD may deem appropriate.
