RESOLUTION NO. (N.C.S.)
RESOLUTION APPROVING AMENDMENT NO. 1 TO MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SALINAS AND THE COUNTY OF MONTEREY AND APPROVING THE JOINT EXERCISE OF POWERS AGREEMENT ESTABLISHING THE HITCHCOCK ROAD ANIMAL SERVICES AGENCY WHEREAS, the City of Salinas and the County of Monterey decided and approved on November 17, 2017, for mutually beneficial purposes and on a pilot program basis, to combine animal control services administration management under an employee of one agency instead of their respective agencies; and WHEREAS, the Original MOA was later amended four times (April 2, 2019; February 25, 2020; July 1, 2021; and December 7, 2021) in order to, among other things, further define the roles and the responsibilities of the City and the County in their efforts to combine animal control management services and to extend the term of the Original MOA; and WHEREAS, the City and County continue their efforts toward collaboratively providing animal control services and provide additional changes by way of this MOA Amendment No. 1 as well as the establishment of The Joint Exercise of Powers Agreement between initial Member Agencies, the City of Salinas and the County of Monterey.
NOW, THEREFORE, BE IT RESOLVED that the City Manager is hereby authorized and directed for and on behalf of the City of Salinas to execute the MOA Amendment No. 1; and BE IT FURTHER RESOLVED that the Mayor of Salinas is hereby authorized and directed for and on behalf of the City of Salinas to execute the Joint Powers Agreement between the County of Monterey and the City of Salinas; and BE IT FURTHER RESOLVED that the Salinas City Council authorizes the increase of up to $190,000 to the General Fund Animal Control Services appropriation(s) and use of General Fund fund balance to accommodate the increased cost of the amended Animal Control Services agreement.
