RESOLUTION NO.__________ (N.C.S.)
A RESOLUTION AUTHORIZING THE SUBMITAL OF A PROHOUSING DESIGNATION PROGRAM APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) AND PARTICIPATION IN THE PROHOUSING DESINGATION PROGRAM WHEREAS, Government Code section 65589.9 established the Prohousing Designation Program (PDP), which creates incentives for jurisdictions that are compliant with state housing element requirements and that have enacted Prohousing local policies; and WHEREAS, the California Department of Housing and Community Development (HCD) has adopted emergency regulations (Cal. Code Regs., tit. 25, § 6600 et seq.) to implement the PDP, as authorized by Government Code section 65589.9, subdivision (d); and WHEREAS, jurisdictions demonstrating PDP application threshold requirements will be designated Prohousing, and, as such, will receive additional points or other preference during the scoring of competitive applications for both specified housing and infrastructure funding and potential, future non-housing funding; and WHEREAS, the City of Salinas is currently in compliance with applicable state housing laws, has a current Housing Element, diligently submits required annual reporting, and is therefore eligible to apply; and WHEREAS, the City of Salinas acknowledges and confirms that it will continue to comply with applicable housing laws and refrain from enacting laws, developing policies, or taking other local governmental actions that may or do inhibit or constrain housing production and further acknowledges and confirms that it commits itself to affirmatively furthering fair housing pursuant to Government Code section 8899.50; and WHEREAS, the City of Salinas shall be subject to the application: the terms and conditions specified in the Prohousing Designation Program documents; the Prohousing Designation Program regulations: and any and all other applicable laws; and WHEREAS, the City of Salinas desires to submit an application for acceptance into the PDP; NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council authorizes the submission of a City PDP application to the HCD and authorizes its full participation in the PDP; and NOW, BE IT FURTHER RESOLVED that the Salinas City Council authorizes the Mayor or designee to execute and enter into any documents and/or agreements, including future amendments, required or deemed necessary or appropriate by HCD to participate in the Prohousing Designation Program.
