TITLE: AGREEMENT FOR SERVICES - BENITEZ SECURITY SERVICES, INC.
RECOMMENDED MOTION:
A motion to approve a Resolution authorizing the City Manager or designee to execute an Agreement for Services with Benitez Security Services, Inc. in an amount not to exceed $486,000 to provide 24-hour security for the City/County Emergency Motel Program.
EXECUTIVE SUMMARY:
The City of Salinas (City) currently serves as the administrative entity for an Emergency Motel Program (EMP) jointly funded by the City and County of Monterey (County) to provide immediate housing to unhoused individuals. The program is jointly funded by City and County American Rescue Plan Act (ARPA) and County Project RoomKey (PRK) funds.
On October 4, 2022, Council authorized the execution of an Agreement for Services (Agreement) with Benitez Security, Inc. (BSI) to provide 24-hour security for the EMP site through to December 31, 2022. This Agreement is funded by County ARPA funding. In recognition of the full expenditure of available County PRK and ARPA funding allocations for security and to maintain required 24-hour security, the City is seeking to execute a new Agreement with BSI supported solely by City ARPA funds. The City will continue to assume a direct administrative role under the proposed Agreement for Services within the Community Development Department’s Housing and Community Development Division.
BACKGROUND:
The City, with co-funding from the County of Monterey, has been operating its EMP since November 2021. In support of this 50-plus room program and to maintain effective, secure operations at the program site, the City entered into an Agreement for Services with Benitez Security Services, Inc. on October 4, 2022. This Agreement has an end term of December 31, 2022 and was funded exclusively with Monterey County American Rescue Plan Act (ARPA) funds.
The proposed agreement with Benitez Security Services, Inc. will continue to provide the necessary 24-hour, on-site program security for the EMP with the term of January 1, 2023, through June 30, 2023, at a cost not to exceed $486,000. Funding for this new Agreement will be from previously allocated City ARPA funds. The proposed agreement also has an option for a month-to-month extension, if desired.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The proposed agreements will advance the City of Salinas Strategic Plan 2022-2025 Goals and Strategies of Public Safety, Housing/Affordable Housing, and Effective and Culturally Responsive Government.
DEPARTMENTAL COORDINATION:
This agenda item is solely administered by the Community Development Department Housing & Community Development Division with contributions from both the City Attorney and Finance Department.
FISCAL AND SUSTAINABILITY IMPACT:
Funding to support the execution of this Agreement for Services are appropriated and available in the American Rescue Plan Act (ARPA) fund.
