DATE: JANUARY 10, 2023
DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS, P.E., L.S., DIRECTOR
THRU: ELISE RAMIREZ, P.E., SENIOR CIVIL ENGINEER
BY: JANET HEREDIA, ENGINEERING AIDE I
TITLE: MASTER SERVICES AGREEMENTS FOR ON-CALL

ARCHITECTURAL SERVICES
RECOMMENDED MOTION:

Approve a Resolution approving Master Services Agreements with Wald, Ruhnke & Dost Architects, Aetypic, Bureau Veritas, TEF Design, and LDA Partners to provide on-call architectural services for various City of Salinas Public Works Capital Improvement Program (CIP) projects.

BACKGROUND:

Public works projects oftentimes require the services of architectural firms. Such services relate to project design, and construction support activities and may include but are not limited to: general consulting, peer review, architectural services, plan review, Capital Improvement Program project design; architectural services for emergency situations, computer drafting, conceptual rendering, interior design, construction management, other tasks associated with public works building design and structural design, ADA design services, and as assigned and directed by the City Engineer. Thus, to facilitate the efficient completion of public works projects in the timeliest manner possible, there is a need to have on-call consultant contracts (Master Services Agreements) with architectural firms. A request for qualifications (RFQ) for interested architectural firms was advertised in September 2022, and submittals were received from nine firms. The firms submitting qualification statements were:

Wald, Ruhnke & Dost Architects, LLP (Monterey, CA)
Aetypic (San Francisco, CA)
Bureau Veritas North America, Inc. (Sacramento, CA, and Irvine, CA) TEF Design (San Francisco, CA)
LDA Partners, Inc. (Stockton, CA)
RJC Inc. (Santa Barbara, CA)
Advance Design Consultants, Inc. (San Jose, CA)
Innoarc (Buena Park, CA)
Klemanowicz & Associates (Redondo Beach, CA)
The submittals were reviewed based on the selection criteria listed in the RFQ document that included:

Firm Profile
Quality of Staff/Project Team
Relevant Project Experiences and References
Demonstrated Technical Ability
Local Purchasing Preference (10% of total earned points) Based on these criteria, the review panel comprising of four City staff selected Wald, Ruhnke & Dost Architects, Aetypic, Bureau Veritas, TEF Design and LDA Partners as the five top-ranked firms to provide architectural services for the various public works projects on an on-call/on-going basis for a five-year period under a Master Services Agreement between the City and each of the five firms. Under the terms of the Master Services Agreement, compensation will be provided on a project-by-project basis, with each project subject to review and approval by the City Engineer. Consultants will be awarded projects based on a request for proposal process amongst these on-call consultants.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project.  Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.  Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.
