DATE: January 10, 2023
DEPARTMENT: HUMAN RESOURCES
FROM: MARINA HORTA-GALLEGOS, HUMAN RESOURCES DIRECTOR TITLE: MODIFICATION TO THE CLASSIFICATION – SALARY SCHEDULE, RECLASSIFICATION AND WORKFORCE ALLOCATION ADJUSTMENT RECOMMENDED MOTION:

It is recommended that the City Council approve a Resolution to amend the Classification-Salary Schedule for the adjustment of temporary employee salaries to comply with the state minimum wage pursuant to SB 3, approved April 4, 2016. Additionally: 1) approve the reclassification of the positions described in Exhibit B; 2) add the new classifications identified in Exhibit B to the Classification Salary-Schedule; 3) add the classifications of Risk and Benefits Analyst and Payroll Supervisor (temp) to the Classification-Salary Schedule; 4) adjust the salary range for Retired Annuitant – Police Officer (temp); and 5) adjust the authorized workforce allocation for Police Services to include a Property/Evidence Technician in the place of the vacant Senior Property/Evidence Technician.

RECOMMENDATION:

Staff recommends that the City Council approve the attached Resolution modifying the Classification – Salary Schedule to reflect 1) the minimum wage rate of $15.50 per hour effective January 1, 2023; 2) approve the reclassification of the positions described in Exhibit B; 3) add the new classifications identified in Exhibit B to the Classification-Salary Schedule; 3) add the classifications of Risk and Benefits Analyst and Payroll Supervisor (temp) to the Classification Salary-Schedule; 4) adjust the salary range for Retired Annuitant – Police Officer (temp); and 5) adjust the workforce allocation for Police Services to include one Property/Evidence Technician in the place of the vacant Senior Property/Evidence Technician.

BACKGROUND:

SB 3 provided for a six stepped annual increase from $10.00 per hour to $15.00 per hour, between January 1, 2017 and January 1, 2022, for employers with twenty-six (26) or more employees. SB3 further provided that that the Department of Finance make a determination whether an adjustment for inflation is applied to the minimum wage after the minimum wage reaches fifteen dollars per hour. The Department of Finance has determined that the minimum wage shall increase by 3.5 percent to $15.50 for all employers. Consistent with the provisions of SB 3, the current rate of $15.00 per hour is increasing to $15.50 per hour effective January 1, 2023. The City of Salinas has several classifications that fall below the $15.50 per hour range. Therefore, it is necessary to take action to adjust the Classification-Salary Schedule to reflect the increase of any salary ranges that are below the $15.50 hourly rate to comply with the current state law.

The City retained the services of Regional Government Services (RGS), a public agency that provides human resource management services to assist in a classification study. The process involved several steps, including 1) requiring the incumbents to complete a detailed Position Description Questionnaire; 2) conducting job analysis interviews with incumbents and their supervisors; 3) review of job descriptions/class specifications, in addition to a review of the City’s Classification and Salary Schedule; and 4) examination of the qualifications, namely the education and experience for each class specification.

Six positions were recommended for study. After completion of the study, two positions are recommended for reclassification. The incumbent GIS Analyst II is recommended for reclassification to GIS Analyst III and the incumbent Pump Maintenance Mechanic is recommended for reclassification to Senior Pump Maintenance Mechanic.

Staff recommends the two new classifications and the Risk and Benefits Analyst, and Payroll Supervisor (temp) classifications be added to the Classification-Salary Schedule. Staff recommends an adjustment of the salary range for Retired Annuitant – Police Officer (temp) to comply with Government Code sections 7522.56 and 21224; Finally, a workforce allocation adjustment to include one additional Property/Evidence Technician for Police Services.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The proposed action meets the Effective and Culturally Responsive Government Council goal.

DEPARTMENTAL COORDINATION:

Human Resources collaborated with Public Works and Police Services in this effort.

FISCAL AND SUSTAINABILITY IMPACT:

Currently, departments use temporary staff while funds are available. There may be adjustments necessary in the mid-year budget and next fiscal year’s budget to reflect the increase in minimum wage for 2023. There are no significant budget impacts with the reclassifications during the current FY 22-23, Department budgets will not require new money.
