DATE: February 7, 2023
DEPARTMENT: PUBLIC WORKS, FLEET
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: JENNY DAVILA, PUBLIC WORKS ADMINISTRATOR
TITLE: Direct Purchase of a Hunter Alignment System
RECOMMENDED MOTION:

It is recommended that City Council authorize an additional expenditure of $1,912.85 above an original quote of $88,250.25 for the purchase of a Hunter Alignment System for a total purchase price of $90,163.10.

EXECUTIVE SUMMARY:

Fleet Maintenance Department uses the alignment system to provide consolidated services. It is recommended that City Council approve the amendment in the amount of $1,912.85 for a total cost of $90,163.10. The additional funds are available in 7120.40 and 7120.50.

BACKGROUND:

The Public Works Department continues to upgrade or add necessary tools to perform work that would previously be sent to an outside vendor. This lift can lift a majority of the fleet up to 18,000 lbs. This will include dual wheeled vehicles as well. We currently send out our alignments to various shops. For basic alignments we must drive across town with two personnel to drop off and two to pick up the vehicle after it is completed. We still bring the vehicle back into the shop for a further inspection to ensure everything was torqued and to reconnect any radio equipment. For alignments where the subframe has been moved we struggle to find someone willing to put the time into realign. There’s also a safety component associated with taking our more visible patrol vehicles into the public. With this purchase, turnaround for vehicles will be less since the alignments can be completed in house.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  Because the proposed action and this matter have no potential to cause any effect on the environment, or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378, this matter is not a project.  Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project.  Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

STRATEGIC PLAN INITIATIVE:

This amendment relates to the City Council’s Vision and Strategic Goal of Public Safety. The Hunter Alignment Machine shortens turn around rate for our vehicles that in turn gets Police Vehicles patrolling our streets and our city fleet to maintain day to day services that are provided.

DEPARTMENTAL COORDINATION:

City of Salinas Fleet Maintenance Department works closely with Salinas Police Department in repairing PD vehicles. The Fleet Maintenance Department is also working with the Salinas Fire Department in scheduling light duty vehicles for preventative maintenance or other mechanical issues. With all departments working together to maintain a functioning Fleet for our City of Salinas residents, we are following the Strategic Goal of Public Safety.

FISCAL AND SUSTAINABILITY IMPACT:

Funds for the Alignment System have been encumbered based on the Approved original quote. Additional amount needed is available in original approved budgets.
