A motion approving the Compensation Plan between the City of Salinas and the Department Directors and approving a modification to the Classification – Salary Schedule.
RECOMMENDATION:
It is recommended that the City Council approve a Resolution approving the wage and benefit adjustments to the Compensation Plan between the City of Salinas and the Department Directors and approve the respective wage adjustments to the Classification – Salary Schedule.
EXECUTIVE SUMMARY:
The current Compensation Plan for the Department Directors was approved by Council in 2020 and provided that it would be in force “until amended.” The attached Compensation Plan is the result of several weeks of discussion and is consistent with City Council parameters. The Compensation Plan includes the addition of a sixth step to the salary range, effective in the first full pay period following City Council approval and a 2% cost of living adjustment, effective the pay period inclusive of January 1, 2024, in addition to language clean up.
The salary schedule has been updated to reflect a sixth step (at 5% above the fifth step) for the Department Directors.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The proposed action meets the Effective and Culturally Responsive Government Council goal within the 2022-2025 Strategic Plan.
FISCAL AND SUSTAINABILITY IMPACT:
The projected cumulative total of the Department Directors Compensation Plan adjustments totals approximately $234,000.

A RESOLUTION APPROVING THE COMPENSATION PLAN BETWEEN THE CITY OF SALINAS AND THE DEPARTMENT DIRECTORS AND APPROVING A MODIFICATION TO THE CLASSIFICATION-SALARY SCHEDULE BE IT RESOLVED BY THE CITY COUNCIL OF SALINAS that the attached Compensation Plan for the Department Directors is approved. The Classification-Salary Schedule previously adopted by the City Council by Resolution is hereby amended to reflect the wage adjustments for the Department Directors group.
