TITLE: PURCHASE OF 2023 TOYOTA TACOMA SR
RECOMMENDED MOTION:
It is recommended that City Council approve a resolution authorizing the direct purchase of a 2023 Toyota Tacoma SR truck from Salinas Toyota at a total cost of $30,145 for the Permit Services Division in the Community Development Department.
EXECUTIVE SUMMARY:
After years of recruiting for Combo Building Inspectors for the Community Development Department (CDD), the City has finally been able to fill two vacant inspector positions. As a result of filling all positions, CDD requires one (1) additional vehicle. The additional vehicle is necessary to ensure all inspectors have a vehicle and are able to arrive to their inspections safely in an efficient and timely manner. It is imperative that each inspector have access to their own vehicle because each inspector conducts roughly 20 inspections a day.
BACKGROUND:
On January 23, 2023, the newest Combo Building Inspector started. The City did not expect to fill all of its vacant inspector positions as they have been open for many years. For this reason, only one vehicle was budgeted in the FY 22/23 Operating Budget. With the addition of this inspector, CDD’s Permit Services Division needs to add another vehicle, which will be used exclusively for inspections.
DISCUSSION:
Salinas Toyota will procure the 2023 Toyota Tacoma truck at a discounted purchase price of $30,145.00. The Salinas Toyota Dealership provided an MSRP (street value) price of $41,26043. Because of the urgent need and limited supply, the City is unable to wait for availability of a hybrid or electric vehicle for purchase. Building Inspectors conducted approximately 14,000 inspections last fiscal year and an assigned vehicle is necessary to continue this pace and provide service in a timely manner and promote economic development. For future requests, CDD will be able to wait for the availability of hybrids and electric vehicles and Fleet Services is working on a plan to “green” the City’s fleet.
The City can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. This purchase from Salinas Valley Ford Trucks satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code by being within ten percent of the State Contract.
Permit Services will appropriate funds for the vehicle from Permit Services Enterprise 6900 Fund Balance. As a result of filling the Combo Building Inspector sooner than anticipated, Permit Services did not budget additional funds for the vehicle in the 2022-2023 budget.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The requested Council action directly relates to Council’s Strategic Plans or Goals of providing Economic Development and Public Safety. The purchase of the vehicle allows the Permit Services Division to efficiently inspect building and structures for safety and to facilitate development throughout Salinas.
DEPARTMENTAL COORDINATION:
Permit Services, in coordination with Fleet Maintenance selected the appropriate vehicle based on typical usage and demand. It was concluded the Toyota Tacoma truck meets both the needs of the Permit Services Division as well as the requirements of the Fleet Maintenance Shop. The Finance Department will coordinate the purchase and title change.
FISCAL AND SUSTAINABILITY IMPACT:
The attached resolution would authorize an appropriation of up to $30,145 from the Permit Services Enterprise Fund 6900 and use of this fund balance to purchase a Toyota Tacoma SR under account 6900.30.3350-66.5500.
