TITLE: MASTER SERVICES AGREEMENT FOR ON-CALL PROJECT MANAGEMENT AND DESIGN CONSULTANT SERVICES RECOMMENDED MOTION:
A motion to approve a Resolution authorizing:
the approval of a Master Services Agreement between the City of Salinas and CSG Consultants, Inc. to provide Project Management and Design Consultant Services for various capital improvement projects; and the City Manager or designee to execute the Master Services Agreement with CSG Consultants, Inc and any modifications or amendments necessary to support the completion of identified projects; and the Community Development Director or Housing Division Planning Manager to approve the Consultant's on-going performance of services without the need for subsequent Professional Service Agreements provided the Consultant is, at all times throughout the term thereof, in compliance with the terms and conditions of the Master Service Agreement EXECUTIVE SUMMARY:
The Community Development Department (CDD) currently has several Council approved public facilities projects posed to move forward and that are in need of specialized project management and/or construction design services. These projects include completion of the Sherwood Recreation Center, rehabilitation of Natividad Creek Park restrooms, various Chinatown Neighborhood Improvements, and the installation of a shower trailer and various building improvements at the Chinatown Navigation Center. The comprehensive scope of these projects as well as other requirements such as construction management and labor compliance require a level of specialized expertise and experience beyond that of current CDD staff. Execution and implementation of the proposed agreement will expedite compliant completion of identified projects and support required funding source expenditures.
BACKGROUND:
CDD projects oftentimes require the specialized services and expertise of firms offering Project Management and Design Consultant Services. Such services relate to project management and coordination, project design, and construction support activities and may include but are not limited to: general consulting, peer review, architectural services, plan review, Capital Improvement Program project design; architectural services for emergency situations, computer drafting, conceptual rendering, interior design, construction management, tasks associated with public works building and structural design, and ADA design services. These technical services are required in the planning, design, and execution of the majority of projects managed by the CDD. Thus, to facilitate the efficient completion of projects in the timeliest manner possible, there is an immediate need to have an on-call consultant contract (Master Services Agreements).
DISCUSSION:
On November 18, 2022, CDD’s Housing & Community Development Division released a Request for Qualifications (RFQ) soliciting interest and proposals for project management and design consultant services for multiple public facilities and improvement projects. Two complete submissions from CSG Consultants, Inc. (CSG) and Andrew Goodwin Designs were received. Submitted statements of qualifications were evaluated through a rate and ranking process involving an initial desk review panel and separate interview panel assessing specific criteria including technical approach, qualifications and management, relevant experience, completeness of response, and overall quality.
Based upon the comprehensive scoring and assessment process, it was determined that CSG would be the most qualified and experienced firm to provide the respective project management and design services on an on-call/on-going basis for various CDD capital improvement projects for a five-year period under a Master Services Agreement. Under the terms of the Master Services Agreement, compensation will be provided on a project-by-project basis, with each project subject to review and approval by the Community Development Director or Housing & Community Development Division Planning Manager.
