RECOMMENDED MOTION:
A motion to approve a Resolution authorizing:
Transfer of $100,000 from the General Fund Infrastructure Maintenance Reserve to Storm Sewer Fund; An increase of $100,000 in the Storm Sewer Fund appropriation for emergency storm drain pipe and sinkhole repairs; Replenishment of the General Fund Infrastructure Maintenance Reserve with funds received from the State of California and/or Federal government.
BACKGROUND:
Since December 27, 2022, the City has experienced a series of severe storms (atmospheric rivers) which have produced significant rainfall. A total of 4.39 inches of rain has been recorded at the Salinas Airport according to the National Oceanic and Atmospheric Administration. On January 3, 2023, the Monterey County Office of Emergency Services issued a local emergency proclamation because of the winter storms. The City Council proclaimed a local emergency for the City of Salinas on January 10, 2023.
On January 10, 2023, vigilant Public Works staff noticed a sinkhole adjacent to the access road at the Salinas Fairways Golf Course behind the Los Padres Elementary School. The sinkhole is located over an existing 54-inch storm drain pipe and was possibly created by damage in the storm drain pipe caused by the downpour experienced during the several weeks of severe winter storms. The sinkhole is located near the back of the multi-use building for the Los Padres Elementary School and repair will require shoring for safe access. The Public Works director has authorized emergency repair of the storm drain pipe and sinkhole with the Don Chapin Company. In order to move forward with emergency repairs, a total cost of $100,000 was estimated for the needed repairs.
