RESOLUTION APPOINTING A PRIMARY AND ALTERNATE CITY REPRESENTATIVE TO SERVE ON THE HITCHCOCK ROAD ANIMAL SERVICES AGENCY BOARD OF DIRECTORS WHEREAS, in the Fall of 2015, the County of Monterey and City of Salinas retained Management Partners to review the ongoing animal control services functions provided by Monterey County and the City of Salinas; and WHEREAS, on June 28, 2016 the County and City agreed to establish an Animal Services Ad Hoc Committee and appointed members included Supervisors John Phillips and Chris Lopez, and the City appointed Mayor Kimbley Craig and Council Members Carla Gonzalez and Tony Barrera; and WHEREAS, on November 2017, the Salinas City Council and Monterey County Board of Supervisors approved a Memorandum of Agreement for shared Animal Services and subsequently approved Amendments No’s 1, 2, and 3; and WHEREAS, on December 13, 2022 the City and County of Monterey approved the Joint Exercise of Powers Agreement (JPA); and WHEREAS, the Article II of the JPA calls for the creation of and general provisions for the Hitchcock Road Animal Services Agency Board; and WHEREAS, the City of Salinas in accordance with the Hitchcock Road Animal Services Agency JPA has responsibility for appointing a representative seat and an alternate to represent the City on the JPA Board.
NOW, THEREFORE, BE IT RESOLVED by the Council of Salinas that Councilmember _______________________ is hereby appointed to the Hitchcock Road Animal Services Agency JPA Board to represent the City of Salinas with Councilmember __________________ to serve as alternate member.
